00:00I am very happy as a leader in Kenya that we are having a conversation about taxes and
00:11about debts and about what we need to do about it.
00:16This is the best thing that happened to Kenya, that we are having a conversation on issues
00:25that are of the nature of our country.
00:28Today Kenyans know there is something called finance bill.
00:32Today Kenyans know that we have a debt problem.
00:36Today Kenyans know that there is a connection between the taxes we raise and the services
00:43we get and the difference it makes in us not exposing our country to debt.
00:49That's a very good place to be.
00:52Let us continue this conversation.
00:55Secondly, I am also very happy because we are beginning to see institutions working
01:04in Kenya.
01:07That as the executive, we have made proposals to the legislature.
01:14The legislature have interrogated those proposals.
01:19The public has interrogated those proposals.
01:24The public have recommended through public participation their feelings, their ideas,
01:33their suggestions and because the people's representatives have listened to the people
01:40through public participation, they have adjusted their proposals from the executive.
01:49We are now going to end up in a product in parliament that came from the executive, interrogated
01:55by the legislature, through public participation the people of Kenya have had a say on it,
01:59it will go to the floor of the house and we have a very robust system of governance in
02:07Kenya.
02:08Last year, when we passed the proposals, they even went to court.
02:13The court adjusted some of the proposals we had made.
02:17In fact, they suggested to us to make a law to underwrite the housing fund, which was
02:26a positive suggestion from our judiciary.
02:30So the fact that the executive is working, the legislature is working, the judiciary
02:38is working, institutions are working in Kenya, that is a very proud country and I want to
02:45belong to them.
