00:05because of the delays and additional expenses for the construction of the new house of the Senate.

00:15In his review of the budget for the new office of the Senate,

00:20one of Senator Alan Peter Cayetano's questions is

00:22why did the Department of Public Works and Highways allow the changes to the original design of the house

00:28while it was already being built?

00:30That's why they spent an additional Php 833 million.

00:34The DPWH, the project manager for the construction of the new Senate building, answered,

00:39there are five variation orders, if you will,

00:41and the value of these is Php 549 million.

00:46All of these were approved by former Senator Ping Lackson

00:49and Senator Nancy Binay as the serving chairmen of the Senate Comedian Accounts.

00:54There are changes to their designs.

00:58Like, for example, in one floor,

01:02it used to be only three rooms.

01:08Now, it's six.

01:12Because of that revision and addition of those rooms,

01:16we need to change the design

01:22for the integrity of the entire building.

01:27We also need additional air-conditioning.

01:32So, there are additional ducting on the ceiling.

02:34How will the DPWH review

02:41The DPWH needs to be reviewed thoroughly,

02:45most especially,

02:47for such a big project.

02:49The Senate Building is not just a project,

02:53but a huge project.

02:55Kayetano recommended

02:57to Senate President Chiz Escudero

02:59to conduct an investigation

03:01to find out the problems

03:03and when these will be corrected.

03:05This is important for the decision

03:07to continue with the DPWH

03:09and the contractor,

03:10Hillmarks Construction Corporation,

03:13which is a part of the Php 20 billion project.

03:16If they can see

03:19the poor workmanship of the contractor,

03:22they will correct it

03:25and with the approval of the DPWH.

03:27The DPWH will not accept

03:31the poor workmanship of the contractors.

03:34It needs to be in accordance

03:36with the plans and specifications

03:40approved by the DPWH.
