Posibleng napag-aralan ng mga ilegal na pogo ang kahinaan ng regulatory agencies sa Pilipinas...kaya nakalusot ang mga ito, ayon sa Presidential Anti-Organized Crime Commission. Sa kabila naman ng mga krimeng iniuugnay sa mga POGO, magdudulot daw ng mas maraming problema kapag ipinagbawal ang mga ito, ayon sa PAGCOR.
