00:00In front of the Senate, the former chief of the AFP Western Command confirmed that he was called by an official of the Chinese Embassy this January.
00:08But he did not allow a secret meeting in China about the West Philippine Sea.
00:14Witness, Jun Venera Sean.
00:20At the first opportunity, Vice Admiral Alberto Carlos faced the Senate
00:25to give a clear and controversial audio recording of his conversation with a Chinese diplomat.
00:31The Chinese Embassy's allegation in that conversation is that Carlos agreed to a new model for the resupply mission in the West Philippine Sea.
00:56This is the story of Carlos, the former chief of the AFP Western Command.
00:59He was called by the Chinese military attache, Senior Colonel Lee.
01:04They talked about lowering tensions in the West Philippine Sea,
01:08especially whenever there is a rotation or resupply mission of Philippine troops in the BRT Sierra Madre in the Ionian Shoal.
01:25I condemn the act of the Chinese Embassy to record the conversation without my consent,
01:32much more to divulge it to the public with malicious twists and manipulation in order to appear that our discussion supported the corrosive narrative of PRC.
01:48What is it that came out in the media that there was a new model?
01:54We did not discuss the new model.
01:57We did not discuss the term, common understanding, new model.
02:05We're not part of our conversation, Mr. Chair.
02:09In the middle of the controversy, Carlos was removed from his position as the chief of the Western Command.
02:13Will you join the Chinese military attache?
02:19No, sir. It's part of the game, Mr. Chair.
02:23He apologized to you?
02:25In the message, yes, Mr. Chair.
02:28He apologized to you?
02:29Yes, Mr. Chair.
02:30But you did not reply?
02:31I did not reply.
02:33When I asked what were the details of the phone conversation that lasted for 3 to 5 minutes,
02:38Vice Admiral Alberto Carlos was talking in the Executive Session.
02:42The Senators agreed.
02:44According to the DOJ, wiretapping happened because Carlos said that he has no permission to record the conversation.
02:52We listened to the reaction of the Chinese Embassy.
02:55Chinese Ambassador Wang Zilian was invited to attend but he did not show up.
03:00Senate Majority Leader Francis Tolentino insisted that there should be an answer to this.
03:05The DFA did not move.
03:07The Ambassador was not called.
03:11The diplomatic protest did not file.
03:14The DFA has the power to declare a persona non grata.
03:19I don't know what we are waiting for here.
03:22The DFA would have to defer to the law enforcement agencies in looking into the reports of wiretapping.
03:30Another source of tension in the relationship between the two countries is the Panatagsyol or Bajo Dimasyluk,
03:36where the Philippine Navy is verifying the traces of pipes or tubes being detected.
03:42There are many ways.
03:44How to confirm a report?
03:47Like, can you give us an example?
03:50You could set out a ship, you could use aircraft, you could use satellite trapping.
03:54You could leverage our partners and allies.
