Educators weigh in on Times Asia University Rankings
Commission on Higher Education (CHEd) Chairman Prospero de Vera says that the universities that dropped their rankings should look at where they are at par with other Asian universities. De Vera issued the statement in a press briefing in response to the Times Higher Education Asia University Rankings survey that was released this week. De Vera and University of the Philippines President Angelo Jimenez signed an online review class with UP and 15 State universities and colleges last Friday, May 3, 2024. Jimenez said that their relevance to Filipinos remain their most important metric aside from any other international ranking.

01:00At the University of the Philippines, we're talking about 9 autonomous units. And every point has to be divided by the total number of students. So that's one thing. Di naman pwede i-compete per unit and level. UPLB, UP Manila takas naman research niya, mga citations natin. So that's just one thing.
01:30...Netflix kasi sa UP. Important sa amin yung ranking because we use it as a reference point, as benchmarking. But more important sa UP is our relevance to the Filipino people. Nakabase yung Netflix natin sa service, not sa Netflix ng other universities ranking.
02:00Ang mission natin, hindi pang university matulog ang mission natin. Ang UP po is a national university. Its most important metric po is its relevance to the Filipino people, its ability to respond. Pero siyempre nagmamahakarhin yung ranking because we're going global, we're referencing our standards. Hindi po natin kinaligtan yan.
02:31If we can re-get all our parts together, is something lang sabi-sabi ko. So we are very high. Pero of course, hindi naman po pinagpapayaban ng number one sa Pilipinas na UP. It should be permanent or under its share of the budget. Sinasabi ko lang yan. Makaas pa rin tayo, meron kinutulong mumingin tayo.
02:52Three things ang kailangan i-emphasize. When we talk of internationalization kasi, internationalization is not just rankings. It's one of the important aspects of internationalization. But internationalization is not equal to rankings.
03:11When we say our universities are internationalizing, that means our universities are aware that they must now look at the global threats in education, see what is happening in other countries, compare themselves with universities in other countries,
03:34see what are the good things being done, what they need to improve as a university. That's really what internationalization is all about. You look beyond your political boundaries, you go global.
03:48You need rankings because number one, you can compare progress over time. Makikita mo yung rankings at points mo this year, next year titikita mo kung tataas, tataas.
04:00Pangalawa, you need to compare yourself with similarly situated universities and see what they are doing good and what they are not doing good so you can adjust.
04:12There is bad news, as you said. May langa bumaba. So what is important is for the universities affected to study. Anong nangyawe? Bumaba ko kami sa total points o yung mga iba ang mas mabilis lang tumakas sa amin?
04:29Kasi hindi lang naman tayong mag-internationalize. All the universities in the world. So maybe the governments are giving them more funds. Maybe they are focusing on certain programs that give them…
04:42Pag mas mabilis tumaas yung iba, ahit tumataas tayo, mas mabilis tumaas yung iba. So UP, Ateneo, the other universities must study the rankings and say, where are we? I think that is the strategy.
05:00But there is also good news. I think you saw it the other day. A very small local college, Mabalapat City College, in the Times Higher Education competition on digital technology.
05:17A small local college in the Philippines won first, number one, sa use of digital technology in learning. Ang tinalo niya, National University of Singapore lang naman.
05:34Mabalapat College of Turkey, Chiang Mai University, big established universities are beaten by a small local college. What is the difference? Because Mabalapat City College knew what they wanted to do.
05:53They focused on the use of digital technology. I encourage our media friends to visit them. Gumagamit silang smart campus. Ang mga estudyante hindi ba pwede sa cellphone gagamit para nakapasok sa klase. And they beat more established universities.
06:12So it means that there are Philippine universities that are really doing it. Samar State University, the other year, ranked number one in the Times Higher Education Impact Ranking. What did they do?
06:27Anong ginawa nila? Nag-develop sila ng 3D model of flood maps and talong dito, yan para sa local planning. Binigay nila sa mga LGU, parikot ng university, they won first place in the category of Times Higher Education Impact Ranking.
06:48We urge our universities to study the results, see how they can improve. But we also congratulate our universities who are showing exceptional work. To show the way to the others, na pwede din gawin yan.
07:05Imagine local college, you know IIT State University, this is a local college, mabalapit city college, beating very established universities. Imagine National University of Singapore, they beat them in the use of digital technology and learning. So I think that is how we should view this international ranking.
