00:00In a step that is the first of its kind and has long been awaited in public administrations
00:05in Lebanon, the Lebanese government launched, at a cost of more than $100,000, the digital
00:10platform to enable the management of consumer protection in the Ministry of Economy, which
00:15came within the framework of the national strategy for digital transformation towards the electronic
00:20government.
00:21Its goal, according to the Lebanese Minister of Economy, is to achieve more transparency,
00:25limit corruption and waste, and eliminate opportunities and time.
00:29For years, these attempts have not been successful, and we said that we will be the pilot project
00:34for the entire Lebanese state.
00:36We have reached the stage that there is no choice but to follow the digital and mechanical
00:41subject, to improve the management performance, to cut the path of corruption in the administration
00:48because it stops the contact between the employees, that is, between the citizen who is completing
00:55the process and the employees in the administrations, and what is important is that the system that
01:02we have worked on with the UNDP allows you to create a kind of monitoring, we can monitor
01:07and monitor and calculate based on how this system is working, how it is teaching us to
01:12start the process.
01:14The Director General of Consumer Protection confirms that this platform is a transitional
01:19stage towards the digital economy, where citizens benefit from technology to obtain
01:24their services, indicating that it may face several obstacles, the most prominent of which
01:28is the Internet service market in Lebanon, and technical delays may lead to a delay in
01:33its implementation.
01:34In addition to the transparency issue, today it is very important that these transactions
01:38that the Ministry of Economy is working on are transactions that are clearly presented
01:43in front of people on the websites and on the electronic system that will be available.
01:50This also adds to the administrative work of the Ministry of Economy and the Director
01:55General of Consumer Protection in particular.
01:57Change always creates a problem for the people who want to work, that is, for the employees.
02:01They find it difficult to change.
02:03A person is used to stability in a certain system.
02:06Change creates a problem for them.
02:08But, thank God, we have started to adapt the employees to a new system.
02:12In terms of logistics, any interruption in the Internet stops the system and we can no longer
02:19accept transactions from people.
02:22And, of course, we will not go back to taking transactions manually.
02:27No, because if we enter an electronic system, a digital transformation, we should continue
02:32with it, God willing.
02:33Nineteen services have become electronic, providing the ability to digitize basic services
02:38and facilitating the work of companies and institutions in order to obtain their licenses,
02:43services and organization.
02:45With the indication that Lebanon ranks 142th in the world in terms of commercial business
02:51practices.
02:52Therefore, the guarantee of sustainable growth and the improvement of the business environment
02:56means the benefit of digital technologies in all sectors of the economy.
03:00Therefore, this project is part of a plan to combat corruption, enhance the efficiency
03:05of services and facilitate the procedures of work for citizens.
03:09A project started by the Ministry of Economy today in the hope that it will be transferred
03:15to the State Department to pave the way for sustainable economic development.
