00:31 then I think that says everything that we need to know about those opposed to the bill.

00:42 I believe absolutely in protecting our constitutional rights,
00:46 and I believe that it is important to understand the significance
00:50 of how these various federal agencies have been abusing this power
00:55 to surveil and persecute American citizens.
01:00 As part of the Committee on the Judiciary's investigation into the IRS's troubling visit
01:05 to the home of journalist Matt Taibbi,
01:08 on the very day that he testified before the Select Committee
01:11 on the Weaponization of the Federal Government,
01:14 we learned that the IRS collected personal data from data brokers
01:19 to use in its investigation of Mr. Taibbi.
01:23 For example, the IRS collected data from the data broker Anywho,
01:28 a people search website.
01:30 It is concerning enough that the IRS would take the extreme step
01:34 of visiting someone's home on the day he testified before Congress,
01:39 but the IRS also compiled its information from a data broker,
01:43 potentially accessing vast amounts of Taibbi's private information.
01:48 That is the nature of the abuse that these federal agencies are engaging in
01:53 in violating American civil rights.
01:56 The Fourth Amendment exists for a reason.
01:59 There is no exception to the Fourth Amendment requirement of getting a warrant.
02:05 It is my understanding that Mr. Turner, from Ohio,
02:09 would like to speak for 90 seconds on this bill,
