00:00Following the birth of a baby girl due to rabies in the womb,
00:04the veterinarian of Manila is concerned about the effect of the lack of vaccine against rabies.
00:11The funding is not enough for that.
00:14Maki Pulido is the one who is concerned.
00:19Remember, okay? I love you so much, okay?
00:21All of us, okay?
00:23Jamaica's mother couldn't do anything but repeatedly tell her son
00:27that she needs to stop the spread of rabies to her.
00:32The reason for this is that Jamaica has only been bitten by a dog for the past two months.
00:37She is the only one of the eight dogs that were bitten by a dog in their area in Tondo, Manila,
00:41and she is the only one who survived because others were vaccinated.
00:45The 13-year-old Jamaica was born 12 hours after she was admitted to the hospital.
00:50But before that incident, another one was born in Manila in August 2023 after being bitten by a dog.
00:57According to the veterinarian of Manila City Hall,
00:59these dogs could have been prevented if they didn't have a shortage of anti-rabies vaccine for dogs and cats.
01:05Yes, yes.
01:08We used to have zero cases here.
01:11Our vaccination was really intensive.
01:14If in 2021, more than 70,000 dogs were vaccinated in Manila,
01:18within a year, by 2022, only 30,000 will be vaccinated.
01:23In 2023, from zero cases,
01:26six cases of rabies-infected dogs were reported in Manila.
01:30If the Mandana's Law is still in effect,
01:36we were able to get counterparts from the Bureau of Animal Industry.
01:40We were selected from the City Hall and our city budget.
01:45We were given an additional budget of P800,000.
01:49Under the Anti-Rabies Act of 2007,
01:51the funding of anti-rabies programs is already part of the responsibility of the local government.
01:57The LGU also needs to ensure that all dogs are registered and vaccinated.
02:02But according to the Animal Rights Group, the pet owner herself has a responsibility.
02:08The dogs are not only inside the house or vaccinated,
02:11they are also allowed to go outside.
02:13So there are still rabies incidents outside.
02:16In addition to vaccination,
02:18dogs and cats are also allowed to go outside
02:20so that the number of rabies-infected dogs will also decrease.
02:25In Manila City alone, more than 50 dogs were taken to the streets
02:29and placed under euthanasia every week.
