00:33 The power reserve is still thin, but NGCP said,
00:37 When the power station went out yesterday,
00:51 it was not able to supply more than 750 megawatts.
00:55 It increased to 18 plants in Luzon grid that had a forced outage before,
01:00 so there was a rotational brownout in some parts of the country.
01:03 The supply of plants that went online was slightly reduced,
01:06 with a target of increasing.
01:08 According to Senator Sherwin Gatchalian, vice chairperson of the Senate Committee on Energy,
01:20 the replacement of plants is on the alert and not being accepted.
01:24 They repeatedly told the Department of Energy to implement a contingency plan
01:29 to overcome the power shortage in case a power plant goes wrong.
01:34 The Department of Energy said,
01:36 In the middle is the increase in demand for electricity that seems to be unable to keep up with the supply.
01:50 We have scarcity of power supply.
01:52 We have so much demand and we have so little supply.
01:56 Meralco is buying electricity from the spot market because of the forced outage of plants.
02:01 What they cannot say for now is if this will affect the electric bill of consumers.
02:18 That is why Meralco and government agencies should be careful in using electricity so that demand does not increase.
02:25 In 2023, the power capacity of the country was at 28,291 MW,
02:31 while the peak demand increased to 17,331 MW.
02:35 But in the following years, the demand for electricity is expected to increase even more,
02:40 which is expected to increase to 23,910 MW by the end of 2027, according to the DOE.
02:47 That is why before demand increases, supply should increase.
02:50 70% of our current electricity comes from fossil fuels like coal and liquefied natural gas.
02:56 More than 40% of that is coal, like the coal that is being burned here in Dinginin Power Plant.
03:01 29% comes from renewables like solar, hydro, and wind.
03:05 If we are only talking about base load or electricity that provides 24 hours of supply, this is enough.
03:12 Yes, we were able to measure the capacity that it can provide versus the demand of our consumers.
03:22 But according to the DOE, only 10,000 MW of guaranteed power generation projects will be implemented until 2027.
03:30 There are proposed projects for gas and renewables that are expected to reach the forecasted supply.
03:36 The DOE is looking for more aggressive growth to ensure that we can produce more supply than the demand.
03:47 The problem, according to energy producers, is that you will only get a few permits and clearances.
03:53 The government and local government units need hundreds of signatures.
03:59 That is why it is only in the pre-development stage. It has been three years already.
04:04 Some of the investors, if they see how hard it is,
04:08 in the feasibility or pre-development stage, they will turn off or lose their motivation.
04:13 The DOE's answer is the Energy Virtual One-Stop Shop System or EVOS.

04:24 A power plant can take up to five years or more.
04:29 From planning, obtaining permits, funding, design, and up to the actual construction.
04:36 That is why a strategic plan is important.
