00:00 A special tribunal for Russian President Vladimir Putin may well be established by the end of
00:07 the year, said the EU Justice Commissioner Dzidzhi Reinders. According to him, two options
00:12 are being considered - an international tribunal based on a multilateral agreement or a simplified
00:19 solution based on a bilateral agreement between Ukraine and the Council of Europe. At least
00:24 four people were killed and 20 others injured, including children, in Russian airstrikes
00:30 on Ukraine, as civilian infrastructure continues to be a target. The several missiles hit the
00:36 residential areas of the city of Zaporizhia. It is reported that Russian forces underwent
00:43 double strikes to target rescues and law enforcement officers.
00:49 Amid expectations of a new Russian mass offensive, Ukraine is building new fortified lines along
00:55 the border with Russia.
01:01 Ukraine's Prime Minister Volodymyr Zelensky and France's President Emmanuel Macron are
01:05 the two most liked European leaders, according to an exclusive poll by Ipsos for Euronews.
01:12 And the two who are most disliked? They are Hungary's Prime Minister Viktor Orban and
01:17 by a large margin, Russia's President Vladimir Putin. He's most disliked by a massive 79
01:23 percent of those polled.
01:25 But there are exceptions when broken down at state level. 37 percent of Bulgarians have
01:31 a positive opinion of Putin.
01:34 Many countries in Central Eastern Europe have been object of very intense, very long attempts
01:42 by the Russian state to create, you know, to promote propaganda. And Bulgaria is a clear
01:49 example of it, even though the Bulgarian state and the Bulgarian government has been extremely
01:56 able to push back beyond any expectation, I would say.
02:00 Among EU leaders, Macron is the one with the biggest fan club. 41 percent of Europeans
02:05 have a positive opinion of him. That number climbs to 57 percent in Romania, but crucially
02:10 drops to just 28 percent in his own country. And France is also the place where most people
02:16 have a negative opinion of Macron at 62 percent.
02:20 Nicolai believes one of the reasons is because Macron is a very recognizable leader.
02:25 Yeah, I think he has shown leadership at European level and it has shown leadership and it has
02:33 been able to give a very clear, how to say, image of where he would like Europe to go.
02:42 Surprisingly, some major EU leaders are not well known. Most of those polled said they
02:47 don't know enough of Poland's Prime Minister Donald Tusk or Italy's Prime Minister Giorgio
02:51 Maloney or Spain's Prime Minister Pedro Sanchez to have formed an opinion about any of them.
03:02 Norway's announced it will double its military spending over the next 12 years, an increase
03:06 of around 56 billion euros. It will get a minimum of five new frigates and at least
03:12 five new submarines, the government said. The Baltic states, Finland, Poland and Norway
03:17 all share borders with Russia and they have been boosting their defences since Ukraine
03:22 was invaded.

03:34 need and a significant lack of defence here at home. We need a defence that is adapted

03:44 Meanwhile in the Netherlands, hundreds of thousands of young people have received a
03:48 sobering message from the defence ministry. They have been told their normally voluntary
03:52 military service could become compulsory if war breaks out.

04:09 Earlier this week, NATO foreign ministers met to mark the bloc's 75th anniversary. Top
04:15 on the agenda was setting up a 100 billion euro fund to support Ukraine's military. NATO
04:20 members are supposed to spend 2% of their budget on defence, but 18 of them still don't.
04:32 Europol's released a report on the criminal networks that most threaten the EU. Half of
04:36 them are either partly or solely involved in drug trafficking it found, and many rely
04:41 heavily on corruption. 112 different nationalities are involved in what is often cross-border
04:46 crime. And an incredible 86% of them have infiltrated the legal economy to hide their
04:52 activities and launder their profits.
04:56 These 821 most dangerous criminal networks and their 25,000 members commit crimes for
05:07 profit and are capable of operating in multiple countries simultaneously. They are active
05:16 in a range of crime areas, from drug trafficking to fraud, property crime, migrant smuggling
05:22 or trafficking in human beings. Half of them are involved in drug trafficking.
05:29 This drugs bust in Spain is one of many police successes across Europe. But elsewhere, such
05:34 as in Antwerp in Belgium, the drugs trade is flourishing. The port city has been the
05:39 main gateway for Latin American cocaine into the EU for years, and gang violence remains
05:44 rife. It's seen Belgians increasingly use drugs, and the authorities say the trafficking
05:49 is now rapidly penetrating society.
