The Ministry of Transport will soon gazette regulations requiring schools to monitor school buses during trips. Transport CS Kipchumba Murkomen has said the rules will make it mandatory for schools to install vehicular telematics that will make it possible to observe how the buses are driven.

00:00 We are going to Gazette soon school transport regulations that is going to determine how
00:07 students and school transport is going to be managed. We would want an accountability
00:14 from our schools in terms of how they manage the drivers and how they manage the vehicles
00:19 and how they maintain. When there was an accident last time at Londiani I announced that we
00:27 are going to apply technology by making sure that all our vehicles, particularly starting
00:33 with school vehicles, school buses, we are going to fit them with vehicular telematics.
00:40 When I made that announcement I constituted a team and the team is in the final stage
00:45 of finalizing the standards including Kenya People's Standards to announce the right telematics
00:53 that are going to be installed in our vehicles. We know that trucks used to cause accidents
00:59 a lot in Kenya but the truck companies that became responsible, transporters who became
01:05 responsible and installed vehicular telematics complete with dash cameras are able to monitor
01:12 their drivers from if it is Mombasa all the way to Malaba, all the way to Kampala. They
01:20 are able to see the driver on a screen, on a computer and they are able also to see if
01:27 the driver is about to doze. They are able to call and tell them, "Park the car there,
01:32 we don't want you to continue driving." When we finish these standards I will be giving
01:37 directions together with the CS education on how all the schools will be required mandatorily
01:44 to install vehicular telematics in the school buses. We are working with Safaricom and I
01:51 want to thank Safaricom here, they are helping us in that area. We will hope that the technology
01:58 we are going to produce will be cheaper so that it is affordable for our schools. And
02:04 therefore Madam Principal you will have somebody, Chief Principal, when the bus is out of the
02:10 school and is taking your students you will have another person in the control room checking
02:14 how the driver is driving, how he is overtaking, what is happening inside the bus, whether
02:19 there is a mischief and the students will be protected to be safe.
