00:00 In certain parts of the Gaza Strip, food shortages have reached unprecedented levels, surpassing
00:09 the threshold for famine according to the Integrated Food Security Phase Classification
00:14 (IPC).
00:15 The situation has escalated to the point where mass casualties are imminent unless an immediate
00:22 ceasefire is implemented and a significant influx of food reaches the areas isolated
00:28 by ongoing conflict.
00:30 The IPC, a vital resource for UN agencies, reports that 70% of individuals in northern
00:37 Gaza are experiencing the most severe form of food scarcity, far exceeding the 20% benchmark
00:44 for famine classification.
00:47 The IPC noted a lack of sufficient data on death rates but projected that residents would
00:53 soon face famine-scale mortality rates, defined as two deaths per 10,000 individuals daily
01:00 due to starvation, malnutrition or associated diseases.
01:05 Gaza's health ministry has already reported 27 children and three adults succumbing to
01:10 malnutrition.
01:11 Urgent action is imperative to avert further catastrophe, with the Gaza health ministry
01:17 emphasizing the necessity for an immediate political consensus on a ceasefire coupled
01:22 with a substantial and immediate boost in humanitarian aid and commercial access across
01:28 the entire Gaza.
01:30 In all, 1.1 million Gazans, around half of the population, were experiencing catastrophic
01:37 shortages of food, with around 300,000 in the areas now facing the prospect of famine-scale
01:43 death rates.
01:45 The prospect of a man-made famine in Gaza has bought the strongest criticism of Israel
01:50 from Western allies since it launched its war against Hamas following their deadly attack
01:55 on Israeli territory on October 7.
01:58 EU foreign policy chief Joseph Borrell declared at a Brussels conference on aid for Gaza that
02:04 the region is not merely on the brink of famine but rather in a state of famine, asserting
02:10 that starvation is being employed as a weapon of war and accusing Israel of provoking the
02:16 crisis.
02:17 In response, Israeli Foreign Minister Yisrael Katz urged Borrell to halt attacks on Israel
02:23 and recognize its right to self-defense against Hamas' actions.
02:28 Katz stated that Israel has permitted extensive humanitarian aid into Gaza via land, air and
02:34 sea for those willing to assist, but claimed that Hamas militants have disrupted aid efforts,
02:41 allegedly with cooperation from the UN's aid agency, UNRWA.
02:45 UN Secretary-General Antonio Guterres condemned the situation described in the IPC report
02:51 as an "appalling indictment", insisting that Israel must grant complete and unhindered
02:57 access to all parts of Gaza.
02:59 British Foreign Minister David Cameron pledged to carefully review the report, acknowledging
03:05 the urgency of the situation and calling for immediate action to prevent famine.
03:10 Israel, initially restricting aid entry to Gaza through only two checkpoints on the southern
03:15 edge, claimed to be expanding access routes by land, sea shipments and air drops, with
03:21 the first aid boat arriving the previous week.
03:24 However, aid agencies maintain they still face significant obstacles in delivering supplies
03:30 safely, particularly in northern Gaza.
