00:48 This is the day when her two children, both killed in a gunfight and found dead in a UPR buretum in Quezon City.
00:58 One day before that, her eldest son, Crisanto, said goodbye.
01:04 He was just about to get his license as a security guard.
01:08 It was already afternoon, but Crisanto had not returned yet.
01:13 They also noticed that Crisanto's nephew, Juan Carlos, was missing.
01:18 The next day, they received the shocking news.
01:23 They were watching TV, but I don't remember which station.
01:27 They flashed a report, a news that a gun was found in a buretum.
01:36 I looked at it, and it was them.
01:40 In the Philippine National Police report, Crisanto and Juan Carlos are said to be the hold-upers who fought the police.
01:47 The mother's conviction that her children will not be able to do it.
01:52 My campaign against drugs will not stop until the last pusher and the last drug lord are killed.
02:08 According to the PNP, more than 6,000 people were killed in the war on drugs.
02:13 According to some human rights groups, like the International Coalition for Human Rights in the Philippines,
02:19 the number of drug war victims will reach 30,000.

02:44 Was it an order from the President? Was it an order from the Chief of Police?
02:49 The victims believe that they will have a hard time getting justice here in the Philippines
02:55 because the enemies are the police and the high-ranking government officials.
03:00 That's why they filed a complaint with the International Criminal Court or ICC in 2018.
03:06 We decided to go ahead with the ICC.
03:09 The ICC will be able to do a fair and impartial investigation if they will do it.
03:17 The ICC opened the preliminary examination in 2018.
03:23 The former Duterte administration became aware of where the ICC will enter the country.
03:29 That's why it decided to break away from the ICC.
03:32 The ICC said that the Philippines will not be able to be safe from the investigation.
03:38 The ICC said that we are still under jurisdiction or power from 2011 to 2019
03:45 before the Philippines is effectively investigated.
03:49 Our government is not in agreement with this.
03:52 The effectivity of our withdrawal happened in March of 2019.
04:01 The authority given to the prosecutor of the ICC to commence his investigation was already in 2021.
04:10 So it's easy to say that the ICC will not be able to exercise jurisdiction.
04:19 Solicitor General Guevara is also the Secretary of Justice under the Duterte administration.

04:28 to make the lawbreakers or those who were involved in the war on drugs be held accountable.
04:33 It's not proper for the ICC to step in because local investigations are actually being conducted.
04:42 For instance, more than 51 cases identified by the PNP, Internal Affairs Service,
04:52 were found to be wrong in the operations of their law enforcement officers.

05:02 The government of the Philippines appealed to the ICC to stop the investigation.
05:09 Last year, the ICC Appeals Chamber rejected the appeal.

06:01 No. On the official website of the ICC, the Philippines is included in the list of 12 countries that they are currently investigating.
06:10 Last year, the ICC members also agreed to the talks in the Philippines.
06:17 Upon inquiry to the Bureau of Immigration, they will not be able to verify or confirm if the members of the ICC really entered.
06:26 Their investigation is now continuing. The ICC prosecutor can call the court at any time
06:34 or issue an arrest warrant for the persons involved in the case.
06:38 Former President Duterte is not yet formally charged.
06:42 As the head of the administration who carried out the war on drugs, he is also included in the persons of interest in the case.
06:51 According to the Solicitor General, if the ICC issues an arrest warrant against former President Duterte,
06:57 only the Philippine authorities can arrest him before he is turned over to the ICC to be brought to the Hague in the Netherlands.
07:06 If the PNP and any other law enforcement agency like the NBI, upon the instruction of the President, will not cooperate,
07:16 the process will not move.
07:20 Even if the arrest is continued, the ICC arrest warrant can still be filed in our local courts.
07:28 If he gets arrested because of some change in government policy and he challenges that in court, he can post bail.
07:37 That is allowed under the Rome Statute and even under our own rules of court.
07:44 The movement of anyone with an ICC arrest warrant will be limited.
07:50 Because if he goes to other countries as a member of the ICC, he can be arrested.
07:54 In all of these, the direction or order that will come from President Bongbong Marcos is important.
08:01 We have a drug addict, President.
08:04 I think it's fentanyl. PRRD has been taking the drug for a very long time now.
08:10 Many are waiting for the government's position on the ICC to change.
08:16 While no one has been arrested, the number of cases of murder with cases and are currently being investigated is clearly low.
08:35 As Nanay Llori said, many of the families of drug addicts are not expecting justice.
08:43 But she will not give up.
08:47 She will fight for justice for Crisanto, Juan Carlos, and all the victims who are now with their families.
