33:10 But this is how it is in many public schools,
33:13 according to the study of the Second Congressional Commission Education or EDCOM 2.
33:17 The textbook is not enough.
33:19 Or sometimes, there's really nothing.
33:21 - In all grades, so grades 1 to grade 10, across all subjects,
33:26 the textbook that is complete from 2012 to 2022,
33:31 or until now, grades 5 and grade 6.
33:34 For the entire decade that has passed,
33:37 many of our learners have been going to school but not having textbooks.
33:41 EDCOM 2 is being used because it has a budget.
33:45 From 2018 to 2022, for example, the fund for books is 12 billion pesos.
33:51 But what was used is only 1 billion pesos.
33:54 The DepEd admitted that it took 3 years to procure or buy textbooks.
33:59 - So what are we doing right now?
34:02 For now, we are not following Volume 5.
34:06 The one who will develop manuscripts,
34:10 the one who will develop content,
34:12 is the one who will print and deliver.
34:15 They also affected their focus on modules for distance learning during the pandemic.
34:20 And the decision not to buy textbooks while waiting for the change in the curriculum.
34:25 But because they are back to buying, 80% of the books will be completed by the end of the year.
34:31 While the books are not enough, the workload of the teachers that are being assigned by DepEd is too much
