00:03 In St. Vincent and the Grenadines,
00:11 the eighth summit of the community
00:12 of Latin American and Caribbean states,
00:14 SALAC, focused on peace and unity in the region.
00:18 During the day, leaders of the 33 member countries
00:20 of the organization ratified their commitments
00:22 to fight against violence in order
00:24 to guarantee a region of peace as part of the integration
00:27 policy.
00:28 The heads of state urged to be bold for the benefit of peace
00:31 and the planet in the face of the effects of climate change,
00:34 also affirming that if we want to change the economy,
00:36 we must take into account the dynamics of conflicts,
00:38 military powers, and support for bombs,
00:41 as in the case of the imperial support to Israel
00:44 to commit the murder of Palestinian civilians.
00:46 During his speech at the SALAC summit conference,
00:54 the Venezuelan president, Nicolas Maduro,
00:56 referred to the presidential electoral process
00:58 to be held in Venezuela in 2024, criticized the West media
01:01 for trying to discredit the elections
01:03 and called the regional bloc and the Secretary General
01:05 of the United Nations to send observers to his country
01:08 to supervise the whole process from beginning to end
01:11 in order to testify to the world the transparency of the event
01:14 and the strict observance of the Venezuelan Constitution
01:17 and the rule of law.
01:18 So by asking the SALAC to evaluate the possibility
01:24 to prepare a delegation to observe
01:29 of international observers to join
01:32 the process of preparation and realization
01:35 of the presidential polls from this day
01:39 to the day of elections.
01:43 Another part of his speech, President Maduro
01:45 called the Latin American and Caribbean community
01:47 to rise in support of the human rights in Palestine
01:51 and questioned the capacity of the international justice
01:53 to deal with the genocide being committed
01:55 by Israel in that country.
01:58 So if a man is capable of firing himself up,
02:02 we're not capable of rising Latin American, the Caribbean
02:05 for the life, for the international right,
02:07 for the human rights.
02:10 Where is the international court of justice?
02:14 Where are the organisms of justice
02:17 in the international level?
02:18 Or they're not seeing, they're not hearing?
02:23 The president of Honduras, Fidel Maracasso,
02:25 emphasized that peace in Latin America and the Caribbean
02:27 is based on respect for the principles of non-interference
02:31 in the internal affairs of every state.
02:32 [SPEAKING SPANISH]
02:36 Peace in Latin America and the Caribbean
02:38 must be based on respect for the principles of non-interference
02:45 in the internal affairs of any state
02:47 and the principles of national sovereignty,
02:52 equal rights, and self-determination
02:54 of the peoples.
02:55 We must foster friendship, cooperation,
03:01 and exchange among us.
03:03 The Honduran president said that conflicts
03:08 in Latin America and the Caribbean
03:09 must be resolved through dialogue and without violence.
03:12 To maintain our historic habit of being a zone free
03:19 of armed conflict and warfare, today we
03:27 must ratify our commitment that never
03:30 a people of Latin America and the Caribbean
03:32 will use violence against a brother country,
03:39 and that the problems and differences
03:41 of the countries of this bloc must
03:43 be resolved among ourselves without interference
03:46 or external pressures.
03:48 The president of Colombia, Gustavo Petro,
03:50 highlighted the need for political, economic,
03:52 and military peace in the region.
03:54 [SPEAKING SPANISH]
03:58 Peace in our region is political, economic,
04:00 and military autonomy of Latin America and the Caribbean.
04:03 [SPEAKING SPANISH]
04:08 And I finally refer to the military
04:09 because it sounds naive to think that we're
04:12 going to make a peace zone that will be
04:14 a peaceful zone if we're aligning
04:19 to the great blocs of military powers
04:21 in the conflict for commercial reasons of business
04:23 in the world.
04:24 [SPEAKING SPANISH]
04:28 The Colombian head of state said that the West's support
04:30 for genociding Palestine is a message to countries seeking
04:33 to change the economic system.
04:34 [SPEAKING SPANISH]
04:38 It is not the old dynamic of the Palestinian-Israeli conflict
04:40 that is being fought.
04:41 It is not the old dynamic of the Palestinian-Israeli conflict
04:44 that is being shown today.
04:46 But in addition, and because of that,
04:48 Germany supports genocide.
04:49 [SPEAKING SPANISH]
04:54 France and the European Union and the United Kingdom,
04:56 and above all, the United States of America
04:58 in its democratic version, supports dropping bombs
05:04 on people because they are making a demonstration
05:07 on the whole humanity.
05:08 [SPEAKING SPANISH]
05:13 If we want to change the economy towards the decarbonized
05:16 economy, nothing more, nothing less,
05:18 they are telling us, look at our military power.
05:20 [SPEAKING SPANISH]
05:25 What happens to Palestine can happen to any of you
05:28 if you dare to make the changes without supervision.
05:30 [SPEAKING SPANISH]
05:33 Secretary General of the United Nations AntĂłnio Guterres,
05:36 during his participation, urged member countries
05:38 to practice solidarity to contain poverty and hunger.
05:41 [SPEAKING SPANISH]
05:44 We need solidarity for sustainable development.
05:46 Sustainable development is a [INAUDIBLE]
05:48 slipping away.
05:49 [SPEAKING SPANISH]
05:53 Millions of people in the region face poverty and hunger.
05:56 You made a plan for food security and nutrition.
05:58 [SPEAKING SPANISH]
06:01 But this requires financing, and many countries
06:03 are still mired in debt.
06:04 [SPEAKING SPANISH]
06:06 The global financial system has not yet
06:09 provided long-term financing for countries in need.
06:11 [SPEAKING SPANISH]
06:13 And you have not yet offered a financing network.
06:16 [SPEAKING SPANISH]
06:18 Guterres also called for the definition
06:20 of an effective action plan to address the climate emergency
06:23 experienced by island-developing countries.
06:25 [SPEAKING SPANISH]
06:29 We need solidarity to address the climate emergency, which
06:31 threatens the very existence of small island-developing states.
06:34 [SPEAKING SPANISH]
06:38 As extreme events strike with increasing ferocity,
06:41 all countries must commit to making
06:42 new nationally determined, economy-wide contributions
06:45 by 2025.
06:46 [SPEAKING SPANISH]
06:50 The global climate change agenda should
06:51 be aligned with limiting global temperature rise to 1.5
06:55 degrees Celsius.
06:56 [SPEAKING SPANISH]
06:59 These plans should be used for both transition and investment.
