Any introduction of affirmative action policies must have its own measurements, aims, effective mechanisms and cannot be extended "forever", said Universiti Kebangsaan Malaysia’s Malaysian Inclusive Development and Advancement Institute director Tan Sri Noor Azlan Ghazali at the Bumiputra Economic Congress 2024 on Thursday.

He added the bumiputra empowerment agenda should also not be done at the expense of other communities.

00:00 I touched on the fact that this agenda is an international agenda.
00:04 Please understand that.
00:06 International means it is a responsibility of government and every one of us,
00:12 regardless whether you are Buputera or non-Buputera.
00:15 That is why I support the approach taken by PM to invite non-Bumi to come together.
00:23 Why do we need to hide? It doesn't look like that.
00:26 For me, Buputera agenda should be in the middle of the table in the PM's meeting.
00:31 And it should be seen by everyone, whether it is successful or not.
00:35 Regarding the policy of affirmative, it has good economic reasoning.
00:39 But how to implement it?
00:43 The rules, the regulations.
00:45 So the four steps that I mentioned earlier,
00:48 why, who, how and when.
00:51 It needs to be explained in every policy to ensure effectiveness and no confusion.
01:00 The equality of regions and people.
01:02 I also showed the gap.
01:04 Different regions.
01:06 You know, all those states that I highlighted earlier,
01:09 in my language of economics, I call them 'legged states'.
01:12 They are backward countries.
01:15 And here, there are many Buputera.
01:18 So if you want to attend Buputera, it needs to be fast and effective.
01:23 You need to focus on the issues of inequality of regions and people.
01:30 And the fourth, it needs to be a new opportunity.
01:34 If you noticed, I highlighted that the world is changing.
01:38 The economy is changing.
01:39 Dato' KSU's economy was also highlighted that time.
01:42 Are we ready?
01:44 Today, we are talking about NETR.
01:47 The National Energy Transition Plan.
01:51 Roadmaps.
01:52 So the question is, how can Buputera join together?
01:56 This is a new opportunity.
01:58 If we talk about the sector in the latest energy technology,
02:01 everyone was saying that there's no Buputera there.
02:04 Not enough.
02:05 And then, there's the two-lane road,
02:09 between land and earth.
02:11 Ali and Baba.
02:12 Please make sure the word is separated.
02:14 It's not Ali Baba, it's Ali and Baba.
02:17 It means the land and the landless come together, strengthen that further.
02:22 We work together to raise the status of our nation.
02:26 And finally, make sure, that's the main thing I mentioned earlier,
02:30 that we cannot steal or rob other people's rights.
02:38 Not like that.
02:39 That is not the right way of doing affirmative.
02:42 For Buputera to succeed, Buputera needs to increase its strength.
02:46 To be able to compete and so on.
02:48 A lot of people say that, no discussion and so on.
02:51 No, no, no. They are wrong.
02:52 They are wrong, I can confirm.
02:54 We have all the videos, we have all the records.
02:56 We met, that's why you saw Abdin Shawky earlier.
02:59 You saw Farah Fawzanang earlier.
03:02 The social media players, the youngsters.
03:06 We met also, the community.
03:08 The community is not Buputera.
03:09 I invited Dr Ong Kiamin and also the representative of FMM,
03:14 Federation of Malaysian Manufacturers.
03:16 I am one of the advisors for FMM.
03:20 And the Association of SME Malaysia,
03:23 which is led by Mr Ding.
03:25 And also India and so on.
03:27 So we listened to them.
03:28 And everybody actually giving their full support to succeed.
03:32 We just need to make sure, it is in a full fairness for us to succeed.
03:37 NIMP 2030.
03:39 If you look at it, there is a bit of an ambivalence.
03:42 Inclusiveness, security and inclusiveness.
03:45 Industrial development must be inclusive.
03:48 So how do you want to move that?
03:50 So all these are becoming very important.
