00:23 The Bureau of Corrections of Bucor has confirmed that they will uphold the human rights and the right to live,

00:30 to stop the torture of persons deprived of liberty or PDL in their facilities throughout the country,

00:38 said Bucor Director General Gregorio P.O.P. Katapang Jr.,

00:42 who is giving their attention to the right of every PDL to prioritize their leadership.

01:16 At present, Bucor is focusing on the implementation of additional measures

01:26 such as the Good Conduct Time Allowance or GCTA,

01:30 a provision given to prisoners who show good behavior.

01:36 They are also continuously communicating with other agencies and organizations

01:42 regarding programs to speed up the release of prisoners.

01:47 Last year, I was transferred more than 3,000, 3,005 if I'm not mistaken.

01:54 This year, I will be transferred again to 3,005.

01:57 But hopefully, in the succeeding years, when we will start to create new prisons,

02:04 we will release 5,000 to 10,000.

02:10 Despite the limited budget for the release of prisoners,

02:18 the physical and mental health of prisoners

02:21 with the help of various government hospitals and local authorities.
