01:18 Good morning sir Rafi, ma'am Connette and all the listeners of the latest news around the world. Good morning.

01:24 Yes. Good morning sir.

01:25 There were issues regarding the Congo and Iran election automation system of Miro Systems.

01:31 They are asking how this will be resolved if Comilec gave them the contract.

01:37 Yes. The issues and news have been forgotten.

01:41 That's why Chairman Garcia insisted that the process of post-qualification evaluation should be done in a positive way.

01:48 This includes the performance of Miro when it comes to Congo, Argentina and Iraq.

01:53 We have seen that Comilec obtained documents proving from those countries that they have certified, approved and received the contract.

02:29 In the Philippines, we have a so-called ladderized election where the result is from the barangay, municipality, province, regional and national,

02:43 All aspects of our automated election system are customized based on our election loan and based on the system that we have.

02:54 All right. Atty. this contract is almost P18 billion but the machines will be paid and Comilec will not buy it. Will we save more here?

03:04 Yes sir Rafi. First of all, P18.8 billion is the budget. But the bid of Miro Systems, their joint venture, is P17.9 billion.

03:15 All in all, we saved almost P1 billion from this contract. The lease contract is really cheaper for many reasons.

03:22 First, if we buy a machine, first of all, in the next election, we cannot say if it is still the latest technology.

03:30 Second, we will hire a warehouse to hide it. We will get an inventory of spare parts to maintain the usability.

03:37 We will hire people to maintain it. And most of all, we will pay a premium of insurance in GSIS.

03:45 By leasing, we will not have to pay all the expenses. We can assure that in the next election, the technology will be new.

03:53 What's good here, sir Rafi, is that the initial investment of Comilec is more than P100 million that we will save from this.

04:00 I just want to clarify, this contract awarded for Miro is only for the next election?

04:05 That's right. Only for the 2025 national and local elections.

04:10 And the bidding will be different for the next election.
