00:21 Which I think naman, kung ano bang pagkakaiba meron sa RBH 6 or RBH 7 ng house,
00:28 mas importante yung nilalaman ng actual proposed amendments kesa dun sa mga whereas clauses.
00:37 Dun naman sa parting voting separately na dinagdag ng Senate sa language nila,
00:44 eh siguro ang marapat na tanungin natin ang Senado bakit nila nilagayon.
00:49 Kasi where the House stands is we have to follow the Constitution.
00:55 And the Constitution simply says that members of Congress by 3/4 vote of all its members,
01:04 so kinopia lang natin yun doon at nilagay namin doon.
01:08 Ayaw nating pangunahan ng Constitution, ayaw natin pangunahan kung sino man ang may karapatang i-interpret ang nasa saligang batas.
01:22 Kasi ang trabaho natin dito mag-propose ng amendments.
01:27 I'm sure the Senate have their own reasons for putting that, but for me what is more important are the actual provisions.
01:34 Siguro itong voting separately kasi sa totoo in practice may proceedings kami dito, may proceedings sila doon.
01:41 There's no question that the proceedings are already separate.
01:45 We would've wanted it should be one so we can all argue and discuss more efficiently, hindi dalawang proseso.
01:54 Pero that is the course of action the Senate have decided to take.
01:58 We respect the Senate for taking but we're thankful that finally the Senate has taken action on the proposals to amend the Constitution.
02:07 So humbaga, we want to take advantage of what opportunities there. We want to take advantage of this alignment at least on the three provisions.
