00:00 It's disgusting and smelly when people say "Ilog Pasig".
00:06 But now, they are starting to improve Ilog Pasig through a rehabilitation project.
00:13 The problem is that many of our countrymen will lose their homes.
00:18 How will the project continue if the people living next to the river cannot be left behind?
00:24 Here is the UBIS Special Report of Darling Kai.
00:28 This is the daily scene in the showcase area of Pasig River Esplanade in Manila.
00:34 It was opened to the public three weeks ago.
00:38 From the morning...
00:41 There is a place here called...
00:43 What is this? Venice, Italy?
00:46 ...until the night...
00:47 The surroundings are bright. It's so nice and beautiful.
00:52 Aside from the beautiful lights, there is a water fountain and a beautiful walkway
00:58 where you can see the Jones Bridge, Manila Skyline and the length of Ilog Pasig.
01:05 This is a different day in the image of Ilog Pasig that people have already set in their minds.
01:11 This 500-meter showcase area is just a taste of what the 25-kilometer Pasig River will look like
01:20 once the Pasig River Urban Development of the Marcos Administration is completed.
01:25 We are here to reject the defeatist view that the Pasig River is beyond redemption.
01:30 We are here to consecrate ourselves to the mission of transforming Pasig River to what it is supposed to be.
01:38 A living river of multiple benefits for the multitude.
01:41 Under Executive Order No. 35, which was issued last July,
01:46 the Interagency Council for the Pasig River Urban Development
01:51 will form a government to oversee the rehabilitation of the Pasig River.
01:54 It is led by the DESUD or Department of Human Settlements and Urban Development.
01:59 This is not just a beautification.
02:02 We saw that this is a functional promenade, not only a walkway.
02:09 You can use this as a transportation and bike lane.
02:15 There is also a pedestrian from Manila Bay to Laguna de Bay.
02:19 Consultants, like the well-known urban planner and landscape architect Paolo Alcazarin,
02:25 also took the initiative to design the Iloilo Esplanade.
02:28 Using the lessons learned and the best practices from other parts of the world,
02:33 he proposed a plan to make the rehabilitation of the Pasig River a reality.
02:39 The river separates the north and south of metropolitan Manila.
02:46 The dream is to use it as a connector instead of separating the two banks.
02:52 Aside from that, we are proposing to build at least one dozen pedestrian bridges.
02:59 The Pasig River Esplanade is a beautiful project.
03:03 The government has already planned to make the Pasig River a beautiful stretch
03:08 where residents can exercise.
03:12 But the question is, how can the thousands of residents and the establishment be affected?
03:18 Under the law, there should be a 3-meter easement around the river for public use.
03:27 According to the DISUD, more than 10,000 informal settlers will be affected by this project,
03:33 including the Delima family.
03:36 Here, beside the Pasig River, in San Nicolas, Manila, Christopher and his six children live.
03:42 Next to him, who works as an e-trike driver, is Christopher.
03:46 He also built a small barong-barong here.
03:49 They can't do anything if they are really going to be evacuated.
03:52 If they are, he needs to be separated from his children, who he will be taking care of in Bulacan.
03:58 I'm really worried because I will be going back to the past.
04:02 If they say we're going to leave, we're really going to leave.
04:05 That's all I can do. If there's anything I can do, even if it's financial, that's all.
04:11 For my children.
04:14 Leticia can't help but be emotional.
04:17 She hasn't told them yet, but she hears that they might be with the people who will be evacuated.
04:24 We're really bad inside. We can't do anything.
04:29 Aside from them, it's also possible that many establishments, businesses, houses, and the so-called formal settlers will be affected.
04:39 One of them is June's family, who was born and raised here, in a house right next to the river in the barangay population in Makati.
04:48 But the residents still won't allow it, especially since their land is private.
04:53 They won't allow it.
04:55 This barangay hall of Barangay 284 in San Nicolas, Manila, will also be affected by the rehabilitation plan.
05:02 Of course, it's sad for us. If ever we will be forced to find a place where we can build a barangay hall.
05:12 Even though many groups support the rehabilitation of the river, they also call on the communities around it not to be left out.
05:20 We're fully supported of the goals of the project.
05:22 I hope that there will be a good dialogue, if possible, within the same city or at least close to where they are used to find a way of life.
05:34 Our President and our beloved members of the Presidential Committee have ordered us not to move the ISFs that are not being moved.
05:43 Because it looks ugly. It's being done so well, and you're not even going to take the ISFs into consideration.
05:50 According to Acusar, the next month, they will start building 50,000 housing units near the port area.
05:58 This will serve as a relocation for the residents affected by the project in the river.
06:04 They also plan to build additional housing units for the land that will be rented in Rizal.
06:09 As for the formal settlers or those with titles and establishments built,
06:16 it's simple. If the government has the land, give it to the government.
06:23 Now, while we're talking about the encroachment, let's talk about it. We're not going to split up.
06:32 All of the funds that will be spent here will come from the donation of the private sector.
06:38 For now, the construction of the first segment of the Pasig River Esplanade, which is currently located in the showcase area, is underway.
06:47 Ambitious but doable. The simplest goal is to make the Pasig bikeable and walkable.
06:54 The role played by the Pasig River in the history of the Philippines is important.
06:59 This is where the prosperity and rich culture we feel until now came from.
07:05 Hopefully, with the improvement and refinement that is currently being done,
07:09 the prosperity that everyone will enjoy will disappear.
