00:19 This was pointed out by Ma'am Gonzalez.

00:24 At the start of the Senate hearing, it was clear that the expansion of education

00:29 and the change in the economic provisions of the Constitution will be carried out by higher education.

00:34 These are the schools for colleges, technical and vocational education.

00:38 The intention is to keep basic education in the hands of Filipinos.

00:43 Until now, the private schools will be involved if the ownership of land in higher education institutions is allowed.

00:54 If we allow foreign citizens to control, own and administer the institutions that we are looking at,

01:05 that may be prejudicial to our Filipino culture, values, moral and spiritual matters.

01:13 They may be in danger.

01:16 A Filipino who teaches abroad said that many countries in the region have opened their education to foreigners.

01:23 Providing a globally competitive and world-class education to all of these 57 million young people

01:32 is just beyond the financial resources of the government yet.

01:36 In Vietnam, for example, an Australian university opened a campus.

01:40 It was said that it helped in the tech transfer of students and teachers.

01:44 It's also possible to finish a course in Australia.

01:46 You get more international experience.

01:49 And there are often, for example, in Australia, there are disadvantages.

01:53 In all honesty, there are some disadvantages.

01:56 One is that you often get brain drain.

01:59 Students that go overseas don't necessarily come back.

02:03 Senator Risa Contiveros asked, "Is it possible to buy foreign schools in the country?"

02:21 My opinion cannot sell.

02:22 We are not even allowed to sell 2 billion-aid property, real estate, even to another government agency.

02:38 Will the Constitution change the solution to the crisis in education?

02:41 Those that have chosen to go elsewhere in the region did not give the so-called restrictive provisions of the Constitution as a factor,

02:50 but rather named issues such as bureaucracy and corruption.

02:54 It's also not possible to compare the experiences of countries with foreign universities like Malaysia and Singapore to the Philippines.

03:01 Top foreign universities are attracted to establish offshore campuses in Malaysia and Singapore

03:07 because of a favorable education and business environment like incentives, the ease of doing business.

03:13 The Philippines at present is not similarly situated.

03:16 Meanwhile, the Senate is happy with the resolution of both Houses No. 7 in the House of Representatives

03:22 that also discusses the economic provisions that they are hearing now.

03:25 Instead of having daily press conferences that the Senate is just left with,

03:30 it's better that they have a meeting here in the RBHM and have a discussion.
