00:00 The original allocation request submitted to the inspector in March 2018 was for one

00:17 were to be built together. Bodmintone Council had written to the inspector on April 25th,
00:24 July 2nd and July 10th 2018 stating their concerns regarding the hydrological and unstable
00:32 state of Hull Gulf & Moor for development. Already in November 2017 Wayne Homes had options
00:42 on the Hull Gulf & Moor side BD UE2A and Cornwall Council owned the Grass Valley side BD UE2B.
00:53 BD UE2A is landlocked because Cornwall Council owns the Leisure Centre which has an asset
01:00 of community value on it. Therefore Cornwall Council is in complete control of this whole
01:07 development, whole development I'm saying 770 dwellings not 540. This application PA
01:16 210618 goes against the inspectorate's report for compliance based on the Cornwall site
01:23 allocations DPD and therefore should not be accepted. 10th April 2019 the inspector's
01:32 report on the examination of the CSA DPD was issued. The original plan submitted by Cornwall
01:40 Council was unsigned. The inspector therefore issued main modifications stating subject
01:48 to the changes identified the strategy of the plan for Cornwall, sorry for Bodmin is
01:54 consistent with the LPSP and justified. Remember subject to the changes. He later in order
02:02 to speed up the development agreed to split the site into two namely 2A 540 dwellings
02:09 and 2B 230 dwellings. The forecast supply would amount to 4,602 dwellings, 48% greater
02:20 than the LPSP requirement of 3,100 dwellings by 2030. This was only reliant on significant
02:30 highways upgrade. The inspector stated it was entirely up to Cornwall Council if they
02:36 wish to adopt all, part or none at all. On the 18th September, I've got a case so I can
02:46 read it. On the 18th September Cornwall Council cabinet accepted the inspector's recommendations
02:54 set out in his report. Later Cornwall Council adopted the full allocation of 770 dwellings
03:01 and this was ratified. On the 23rd September just five days after the cabinet had recommended
03:09 but not yet adopted, Wayne Homes submitted a request for an environmental impact assessment
03:15 scoping opinion PA 19 07346. The application shows the red line site includes a field that
03:26 sits outside the site application on the south east. This being on unallocated land the scoping
03:33 report states they must clarify and correct this to align with the Cornwall site allocations
03:40 DPD allocation BDUE 2A the original allocation site. Wayne Homes had already obtained unallocated
03:50 land for a new entrance before the allocation was adopted. 3rd November 2020 Wayne Homes
03:58 confirmed they intend to access the site from further down the Lothmagill Road. They state
04:04 it is against Cornwall Council's wishes and we are aware that Odmantone Council are against
04:09 the scheme and we wish to ensure their obligations to the landowner. PA 20 10618 the development
04:19 of the site is a project that is being considered by the council. The application states that
