00:00 The website of the Overseas Workers' Welfare Administration, or OWA, was hacked.
00:05 And the Internet Protocol address of the attacker was traced to China, according to the DICT.
00:10 Vaughn Aquino was the target.
00:12 PhilHealth, Philippine Statistics Authority, House of Representatives, Department of Science and Technology, and Philippine National Police,
00:24 the major government agencies that were victims of cyber attacks last year, and the latest website of the Overseas Workers' Welfare Administration, or OWA, was hacked.
00:36 According to the Department of Information and Communications Technology, or DICT,
00:41 they said that they were defending the attack on the OWA website, so the hackers were forced to take down the website.
00:47 They were able to track the source of the attack.
00:49 In our investigation, the attacker, we were able to trace their command and control operating from within China.
01:04 DICT undersecretary Jeff E. Andee added that they detected the IP address of the attackers from a Telco in China, which is state-owned by their government.
01:15 The OWA is thankful for the help of DICT on their website.
01:19 DICT is a big help to us. I am thankful because they helped us a lot in setting up this.
01:28 In another cyber attack incident, the so-called advanced persistent threat actors were targeted on the websites and emails of our government,
01:36 which is under a cloud service provider.
01:39 Among the email domains that the hackers targeted are bongbongmarcos.com and official websites of Coast Guard and DICT.
01:47 The hackers found the email and website of gov.ph on the cloud service provider and the administrator of these websites.
01:55 For DICT, these attacks are far from being a good thing for our government.
02:00 Although the investigation is still ongoing, I am wondering, if the administrator gets this, it's over.
02:07 He clicked it. In fact, he deleted the other traces.
02:14 But DICT clarified that the hackers who can get data, transmit and exploit the system are in a dilemma because they were exposed and defended.
02:24 We've already communicated with all these agencies, told them what steps the administrators should take.
02:29 They submitted their laptops and we're doing malware analysis.
02:33 DICT said that although the groups of advanced persistent threat actors, including Lonely Island, Meander and Panda, are believed to be operating in China,
02:43 DICT cannot say that the government of China is involved in this.
02:47 They will be in coordination with China to catch those behind the cyber attacks.
