01:20 Good evening Ben. Bonsoir
01:22 Romuald. You have the first part
01:24 of the news. Tout à fait
01:26 le premier jour de la semaine.
01:28 The twenty twenty-four youth week
01:30 is off and ruling in Cameroon.
01:32 Activities marking the week
01:34 where kick started officially
01:36 today with a launch in Nsem, a
01:38 locality in the upper Senaga
01:40 division of the central region
01:42 of Cameroon. Youth affairs
01:44 minister, Mounouna Foutso, who
01:46 gave the kick-off, challenged
01:48 the youth of the locality and
01:50 their participation in the
01:52 campaign. The youth of the
01:54 locality and their peers
01:56 nationwide to gain fully engage
01:58 in economic ventures and
02:00 contribute their fair share in
02:02 the country's economic
02:04 development. We will be giving
02:06 you more details on that
02:08 official launch in the course
02:10 of this newscast, most
02:12 hopefully. In the meantime, the
02:14 Cameroonian youth has been at
02:16 the center of government's
02:18 import substitution program.
02:20 They are now in the process of
02:22 implementing government's import
02:24 substitution policy almost
02:26 immediately after the policy
02:28 made its way into the country.
02:30 Proof is that the theme of the
02:32 twenty twenty-three youth day
02:34 celebration in the country
02:36 hinged on youths and import
02:38 substitution, a theme that
02:40 sought to give the youth a
02:42 political direction,
02:44 encouraging their active
02:46 participation in boosting the
02:48 national economy through the
02:50 entrepreneurship and reducing
02:52 import dependence.
02:54 Clarice Array-Tacan reports on
02:56 the why and how of youth's
02:58 involvement in import
03:00 substitution policy in
03:02 Cameroon.
03:04 With a mainly youthful
03:06 workforce, economists are
03:08 unanimous that Cameroon
03:10 possesses one of the greatest
03:12 assets to drive
03:14 industrialization at various
03:16 levels. The import substitution
03:18 agenda, they insist, is as good
03:20 an opportunity as any other to
03:22 put their talents to use.
03:24 Achieving this, however, requires
03:26 more than just wishful thinking.
03:28 There needs to be an intentional
03:30 policy favoring the development
03:32 of local industries or young
03:34 people's industries. Young people
03:36 need to get the skills that are
03:38 needed to be able to develop
03:40 those skills, those goods and
03:42 services locally. So education
03:44 and training is very important.
03:46 Being conscious of just how much
03:48 of an economic weight they are
03:50 is essential. Focus should be on
03:52 putting the right tools at their
03:54 disposal and then some.
03:56 If they are educated, trained and
03:58 groomed to know the stakes, there
04:00 is no Cameroon without the youths.
04:02 They should be trained in high
04:04 intensity level.
04:06 This is an opportunity for us,
04:08 right, to be able to now no longer
04:10 spend so much money trying to get
04:12 products from these countries
04:14 but to be able to look at these
04:16 things, what are the different
04:18 products that represent windows of
04:20 opportunities for them to invest
04:22 in so that they can get this
04:24 information and begin to invest
04:26 in those sectors.
04:28 There is an ever-growing need to
04:30 put various mechanisms in place to
04:32 build around the import substitution
04:34 opportunity. The youths' opinions
04:36 hold should be at the center of
04:38 most. And the Cameroonian youths
04:40 are fast becoming an attraction
04:42 to the Cameroonian youth.

22:30 The strategic orientation document
22:32 is a political will that aims
22:34 to improve coherence and
22:36 articulation of interventions
22:38 in the region of the extreme north.
22:40 The region of the extreme north,
22:42 before the arrival of Boko Haram,
22:44 had indicators of development
22:46 that were already low.
22:48 The poverty rate is 74%,
22:50 proportionally to the national
22:52 average which is 35%.
22:54 With the arrival of Boko Haram,
22:56 things have become more complex.
22:58 The special programme for
23:00 reconstruction and development
23:02 of the region of the extreme north
23:04 will serve as a compass for
23:06 infrastructure projects in the
23:08 sectors of education, health,
23:10 water and energy.
23:12 It will also be about
23:14 restarting socio-economic activities
23:16 and adapting to climate change.
23:18 and adapting to climate change.
23:20 The head of state, through this
23:22 programme, wants not only to
23:24 level up the reconstruction of the region,
23:26 but also to go further
23:28 to develop the region of the extreme north
23:30 in terms of socio-economic development.
23:32 It is a question of putting all these
23:34 different actors together
23:36 so that there is a kind of coherence
23:38 and synergy of action.
23:40 The tour of Aladjima Gramasaou,
23:42 coordinator of the special programme
23:44 for reconstruction and development
23:46 of the region of the extreme north,
23:48 precedes the deployment of the
23:50 programme of 1,800 billion francs CFA.
23:52 The organization for the fight
23:54 against clandestinity and for
23:56 the development of African youth
23:58 is committed to building more than
24:00 6,000 drillings and latrines
24:02 in the northern and eastern
24:04 regions.
24:06 The city of Ngaoundere is chosen
24:08 to host the launch ceremony
24:10 of this project, presented
24:12 last Monday to the governor of the
24:14 region of the Damaoua, Kildadi Tagieke Bokar.
24:16 Some details with
24:18 Ibrahim Mohamed Abassi.
24:20 3,200 drillings to
24:22 quench the thirst of the population.
24:24 The organization for the fight
24:26 against clandestinity and for
24:28 the development of African youth
24:30 is the project.
24:32 The NGO also plans to build
24:34 3,000 latrines to ensure
24:36 the health of beneficiaries
24:38 and protect the environment.
24:40 The first phase of this project
24:42 is valued at 104 billion francs CFA
24:44 concerning the regions of the extreme
24:46 north, the north, the east,
24:48 and the Damaoua.
24:50 We have opted to support
24:52 the government's policy
24:54 and we will go with all the ministries
24:56 as well as the sectoral ministries
24:58 and then bring a solution
25:00 to the population in terms of water
25:02 and latrines.
25:04 With the governor of the region of the Damaoua,
25:06 Kildadi Tagieke Bokar,
25:08 the exchanges were carried out
25:10 on the presentation and the practical
25:12 modalities related to the launch
25:14 of the project. The load list
25:16 was created with the priority
25:18 of the organization of the official
25:20 launch ceremony.
25:22 We have had the favorable opinion
25:24 with all the great orientations
25:26 that go with it, of which we leave
25:28 here being satisfied, to go
25:30 and apply the directives
25:32 that were given by the governor
25:34 to start this project as soon as possible.
25:36 The implementation of these basic
25:38 social services will contribute
25:40 to the improvement of conditions
25:42 and the framework of the population.
25:44 The Ministry of Environment,
25:46 Protection of Nature
25:48 and Sustainable Development
25:50 held the annual conference
25:52 of these services on Thursday at the Youndé
25:54 Congress Palace. The ceremony
25:56 was completed by the presentation
25:58 of the wishes to the Minister and the
26:00 PIER. The priorities of
26:02 2024 have been set.
26:04 Caroline Ouetti.
26:06 To the Ministry of Environment,
26:08 Protection of Nature
26:10 and Sustainable Development,
26:12 the year 2024 will be placed
26:14 under the sign of a new dynamic
26:16 for a healthy environment.
26:18 Seppar Seemoko, the head of this ministerial department,
26:20 invites his collaborators
26:22 to a behavior adjustment
26:24 and a more sustained commitment
26:26 to face the environmental challenges
26:28 to which the country faces,
26:30 including climate change,
26:32 the loss of biodiversity and pollution.
26:34 To do this, the Minister
26:36 of Environment intends to pursue
26:38 ongoing projects. These include the
26:40 creation of a Bége basin
26:42 in the Benue basin, the revitalization
26:44 of 60,000 homes as part of the
26:46 diversified reforestation project,
26:48 among others. As for the difficulties
26:50 encountered over the past year,
26:52 the PIER promises
26:54 to bring solutions
26:56 in the measures to be implemented
26:58 in the years to come. This ceremony
27:00 of presentation of wishes was also
27:02 an opportunity for the Minister of Environment
27:04 not only to invite all staff
27:06 to excel in quality work,
27:08 but also to install the newly
27:10 promoted staff by inviting them
27:12 to review the tasks that are still
27:14 in their missions and actions.
27:16 Four senators
27:18 of the northern region led
27:20 by Aïcha Pierret-Tayatou
27:22 are holding a tour
27:24 in their circumscriptions.
27:26 Parliamentarians have gone to the 12
27:28 districts of the Benue department
27:30 to meet local elected officials,
27:32 traditional authorities,
27:34 local elites and associations
27:36 of women and young people.
27:38 A moment of thanks,
27:40 of collective apologies,
27:42 but also of accountability
27:44 of parliamentary work. Charles Lebon-Noiseau.
27:46 The delegation of senators of the Benue
27:50 has appeared as a winning quartet
27:52 who came to radiate
27:54 the daily life of the populations of
27:56 Bacheu, Dembo, Touroua, Lackdo,
27:58 Bibemi and Bardake.
28:00 The solemnity of which they have been
28:02 reserved is the reflection of the dream
28:04 and the hope they have brought.
28:06 There are questions that have
28:08 denominators such as
28:10 training schools, national identity cards.
28:12 We thank them
28:14 and give them
28:16 the right to vote
28:18 and especially the laws that concern
28:20 the territorial collectivities.
28:22 Senators carry
28:24 beautiful promises for the future.
28:26 The important projects will be focused on two points,
28:28 health and education.
28:30 Boost education, health
28:32 and put an eye
28:34 on the security problem.
28:36 Parliamentarians who have
28:38 had the time of a tour,
28:40 assess the capacities of mobilization
28:42 of the base, the anchorage and
28:44 the audience of the RDPC to engage
28:46 new alliances for the beautiful
28:48 victories to come of President Paul
28:50 Biya and the RDPC in 2025.
28:52 Beginning this Thursday
28:56 of the obsequies of the Honorable
28:58 Margaretha Bonofama,
29:00 the RDPC deputy of the Haute-Sannegan
29:02 died on November 9,
29:04 2023. After the
29:06 body lift at the morgue of
29:08 the General Hospital of Yaoundé,
29:10 the parliamentary tributes were
29:12 given to the Congress
29:14 under the authority of the first
29:16 Vice President of the National Assembly,
29:18 Hilarion Etong, who represented
29:20 the head of the chamber, Pulcheri
29:22 Athe.
29:24 It was a day full of emotions
29:26 and sorrow for many parliamentarians
29:28 who came to attend the ceremony
29:30 of the ultimate tribute given
29:32 to the Honorable Margaretha Bonofama.
29:34 The religious officer of
29:36 Circumstances, the video projection
29:38 as well as many testimonies
29:40 have summarized the essence
29:42 of the life of the disappeared illustrious.
29:44 A life that began in
29:46 Lembéiezoume in the Haute-Sannegan
29:48 which he saw born in 1966.
29:50 A death of a tour for
29:52 the RDPC parliamentary group
29:54 which consists of a total of 16
29:56 deputies deceased, an empty
29:58 for the Defense and Security Commission.
30:00 His speeches
30:02 let a maturity
30:04 that was crying
30:06 and for the network of
30:08 parliamentary women.
30:10 Collister of the Honorable Etong
30:12 Hilarion, the eminent
30:14 first Vice President of the Auguste
30:16 Chamber, she showed
30:18 humility
30:20 that did not let
30:22 this prestigious position
30:24 whose
30:26 would have served well
30:28 to invent.
30:30 Honorable Bonofama made me know
30:32 all the depths of his Haute-Sannegan.
30:34 I am afraid so.
30:36 It is the greatness of another.
30:38 The Honorable Margaretha
30:40 Bonofama will be buried next Saturday
30:42 in his hometown
30:44 in Banna, Ondome
30:46 in the Haute-Sannegan.
30:48 Transport
30:50 infrastructures in Cameroon
30:52 will receive a huge
30:54 improvement in 2024
30:56 with objective
30:58 to speed up the flow of goods and services
31:00 across the national
31:02 triangle. That is just
31:04 one among several issues
31:06 that the Ministry of Transport will be
31:08 putting a special eye on
31:10 this new year while
31:12 intensifying the crackdown
31:14 on corrupt practices on the national
31:16 on the nation's highway
31:18 especially on the Douala Jam
31:20 in the Bangui corridor.
31:22 Jean-Ernest Massé-Nangale-Bibeje
31:24 was speaking in Nyaonde today
31:26 as he exchanged best wishes
31:28 for the new year with his collaborators.
31:30 Aisin Gonku.
31:32 Ameliorating
31:34 air, road,
31:36 water and railway transport
31:38 infrastructure in 2024
31:40 will constitute top priority.
31:42 Minister Jean-Ernest Massé-Nangale-Bibeje
31:44 says the restructuring
31:46 of the Cameroon Airlines Corporation,
31:48 the CFO, will be pursued
31:50 as instructed by the President of the Republic
31:52 with over 20 million injured
31:54 Cameroonians and a little over a million
31:56 deaths recorded in road accidents
31:58 claiming over 800 billion CFE
32:00 francs every year.
32:02 The intensification of road safety campaigns
32:04 will not be left out. Another
32:06 canker worm to be kicked out this year
32:08 in the transport sector is corruption.
32:10 From now henceforth
32:12 our corridors will be managed
32:14 digitally, eliminating clandestine
32:16 middlemen who have been making life
32:18 unbearable for those in cross-border
32:20 transportation. The Minister has made
32:22 it clear that they will have to look
32:24 for a new job elsewhere.
32:26 The New Year
32:28 wishes ceremony to the Minister and his
32:30 Minister Delegate also witnessed
32:32 the decoration of a staff with the
32:34 silver Lebo Medal for Outstanding
32:36 Services to the State. With warm
32:38 handshakes, members of the transport family
32:40 have reiterated their commitment
32:42 to work in collaboration with hierarchy
32:44 to obtain set objectives.
32:46 In the meantime, fast-tracking
32:48 the implementation of the
32:50 import substitution policy
32:52 is one of government's
32:54 priorities this year
32:56 and the government is leaning
32:58 heavily on the agricultural sector
33:00 to achieve this dream.
33:02 Reason why the Ministry of Agriculture
33:04 has resolved to increase
33:06 the production of basic
33:08 food crops so as to
33:10 meet national food needs
33:12 in all commodities.
33:14 Florence Ngomba Nanyongo
33:16 reports.
33:18 It was an ambiance-filled atmosphere
33:20 as staff of Central and
33:22 Devolved Services of the Ministry
33:24 of Agriculture and Rural
33:26 Development shake hands
33:28 with their Minister resounding
33:30 their New Year wishes of
33:32 prosperity and progress.
33:34 An occasion used for the
33:36 Minister to assure his staff
33:38 to continue working towards the
33:40 digitalization and multiplication
33:42 of agricultural schools.
33:44 Despite the inevitable
33:46 difficulties we encountered
33:48 last year, we remain
33:50 exceptionally resilient
33:52 and unwavering
33:54 in our commitment
33:56 to our common goals.
33:58 A double ceremony
34:00 which saw the presentation
34:02 of the 2023 balance sheet
34:04 of activities carried out
34:06 and prospective projects to be
34:08 engaged this 2024.
34:10 With the sealing of permanent
34:12 partnerships with other ministries
34:14 like that of Public Works
34:16 and the German Corporation GIZ
34:18 to foster infrastructural
34:20 projects in the Adamawa and
34:22 Nord regions.
34:24 On to something else now.
34:26 Cameroon will from the 15th
34:28 to the 17th of July 2024
34:30 play host
34:32 to the Council of Foreign Ministers
34:34 of the Organization of
34:36 Islamic Cooperation.
34:38 It will be the very first time that
34:40 Cameroon will be hosting this
34:42 meeting of the second
34:44 largest organization in the world
34:46 after the United Nations
34:48 with a membership of 57
34:50 states spread over

35:14 African Sub-Region.
35:16 The Cameroonian delegation led by
35:18 the Ambassador Extraordinary
35:20 and Plenipotentiary to the Kingdom of
35:22 Saudi Arabia who doubles
35:24 as the permanent representative
35:26 to the organization
35:28 and the Organization of Islamic
35:30 Cooperation delegation reviewed
35:32 aspects related to the
35:34 organization of the meeting.
35:36 In accordance with proposals,
35:38 the Yaoundé gathering will run from
35:40 July 15 to 17,
35:42 2024 on the theme
35:44 "Development of Inter-Organization
35:46 of Islamic Cooperation, Transport
35:48 and Communication Infrastructure,
35:50 Major Instruments in the Fight
35:52 Against Poverty".
35:54 The Organization of Islamic Cooperation
35:56 is the largest multilateral platform
35:58 in the world after the United
36:00 Nations with 57
36:02 member states as well as
36:04 several subsidiary organs
36:06 and affiliated institutions.

53:39 Good night, Ben.
53:40 Merci, Romuald.
Bonne nuit.
