00:09 President Marcos has returned after being accused of being a drug addict by former President Rodrigo Duterte.
00:15 The President said that the former President's statements are in effect of fentanyl.
00:22 Ian Cruz has a report.
00:28 Bongbong Marcos was a drug addict back then.
00:31 Now he's the President.
00:33 The President is a drug addict.
00:36 We have a drug addict President.
00:39 [Bleep]
00:41 The former President Rodrigo Duterte said that in a prayer rally in Davao City last night.
00:46 When I was Mayor, I was shown evidence of fentanyl.
00:57 It was on the list of your name.
01:04 Mr. President, you might be executed for what your father did.
01:13 I'm afraid of that. I don't want that to happen to you.
01:17 Duterte mentioned his case in the International Criminal Court.
01:21 They said that drug users and drug addicts are being executed.
01:28 It's better if I don't have a position.
01:33 You might be executed.
01:37 Duterte also repeated the controversial People's Initiative that is helping to change the legal system.
01:44 What's wrong with the Constitution? Tell me.
01:47 You want to perpetrate yourself in power.
01:51 It's better if you're a bride.
01:56 What if you're just a drug addict?
01:59 And you have a wife who's hungry for power.
02:03 And then you have a...
02:07 ...later.
02:09 She wants to be Prime Minister.
02:12 You know, Parliament, most of the ambition came from Lisa Marcos and from Juan Luis.
02:26 Duterte said that if the People's Initiative is forced, it will cause chaos.
02:32 If you force it,
02:34 you will be exiled just like the time you were exiled.
02:43 President Bongbong Marcos' turn.
02:45 I think it's the fentanyl.
02:47 Fentanyl is the strongest painkiller that you can buy.
02:52 It is highly addictive and it has very serious side effects.
03:00 And PRRD has been taking the drug for a very long time now.
03:05 I hope his doctors take better care of him.
03:09 Duterte said several times that he was taking fentanyl for an injury that was caused by an accident on a motorcycle.
03:17 When Marcos asked his press corps if he was really a drug addict,
03:22 like Duterte's accusation.
03:24 Sir, can you categorically deny that you're involved in drugs?
03:30 We're okay. Thank you.
03:31 We won't even dignify it.
03:32 Jimmy Integrated News is still trying to get the money from First Lady Lisa Araneta Marcos.
03:38 Vice President Sara Duterte refused to give an interview.
03:42 The First Lady and the Vice President are sitting next to each other
03:46 while the President is jumping on the departure ceremony before he left for Vietnam for a state visit.
03:53 After the jump, Marcos kissed VP Sara, who was first taken care of by the government caretaker.
04:00 At the tarmac of Villamor Air Base, the President was led by Executive Secretary Lucas Bersamin and VP Sara.
04:07 The First Lady kissed Bersamin and boarded the airplane.
04:12 The Philippine Drug Enforcement Agency, or PDEA, and PNP were also invited
04:17 and some of them were not included in the drug watch list, including President Marcos.
04:21 Yesterday, Davao City Mayor Baste Duterte challenged the President to resign.
04:27 House Speaker Martin Romualdez answered the former President Duterte and Davao City Mayor Baste Duterte.
04:33 I hope you think about it first and issue the evidence because we know what you're saying is not true.
04:42 Stop the nonsense from Davao. At least.
04:46 Romualdez also reminded Duterte that he is a pro-charter change when he was the President.
04:51 The platform that won him was federalism.
04:56 Romualdez called on Duterte.
04:59 We have a little bit of respect for our beloved President and his family.
05:04 You have your own views.
05:07 Ian Cruz reporting for GMA Integrated News.
05:12 President Marcos asked House Speaker Martin Romualdez to stop the People's Initiative.
05:18 In the middle of the Senate and House of Representatives' meeting regarding the charter change,
05:22 the Home Election signature forms regarding the People's Initiative were not accepted.
05:27 Ma'am Gonzalez has a report.
05:29 Maruna armbands were given to the Senate employees and members this morning.
05:36 We are one in the Senate against the People's Initiative.
05:42 The intention is to remove the Senate and the check and balance of our system will be removed.
05:49 Something that some congressmen in the House of Representatives have said.
05:52 We need this body to be able to have check and balance.
05:59 In a privileged speech, Senate President Juan Miguel Zubiri said that he helped President Bongbong Marcos
06:05 before he pushed it to Vietnam.
06:07 President Romualdez himself asked House Speaker Martin Romualdez to stop the People's Initiative.
06:12 We appeal to the House of Representatives to adhere to the Constitution and abide by the intents of the framers.
06:20 Zubiri was also with him when Chief Presidential Legal Counsel Juan Ponce Enrile and Executive Secretary Lucas Bersamin were involved.
06:27 He knows that many congressmen are helping.
06:30 We all know that there were congressmen involved in this.
06:33 I hope that they will listen to the President's instructions.
06:37 Romualdez has repeatedly denied the allegations that he is behind the People's Initiative.
06:43 But in a video released by Senator Chisa Escudero, Romualdez mentioned the push of the People's Initiative in a speech last December.
06:51 We will highly recommend that we embark on the People's Initiative to cure this impasse, so to speak, on how we vote.
07:01 And I hope that we can undertake this as soon as possible so we can have some clarity on the procedures.
07:09 So we would like to amend the Constitution vis-a-vis how we procedurally amend the same.
07:16 And that's either we vote jointly or separately. We'd like to have that resolved by and through a People's Initiative.
07:22 Romualdez has not yet made a statement regarding this.
07:25 But Albay Second District Representative Joey Salceda defended Romualdez's statement regarding the People's Initiative.
07:32 But this does not mean that the House has participation or control over this.
07:36 Today, Comelec suspended the acceptance of signatures on the People's Initiative.
07:41 They said that they need to return the Resolution 10650 that laid the guidelines for this.
07:47 For example, the rules on withdrawals, the rules on opposition, the rules on notice.
07:53 What will we do if we are proven to have voted? There are no rules.
07:58 The Resolution is indefinite or there is no guarantee on how long Comelec will review the Resolution.
08:03 Some party leaders in the House of Representatives spoke, along with the lack of trust of the Senators in the Congressmen.
08:09 Trust issues? It's open. The Speaker said we'll adopt your version. It's very clear in our file, economic provision.
08:18 Tomorrow, the Senate will conduct an investigation to buy signatures for the People's Initiative.
08:23 But the Congressmen are in a hurry to arrive because they are concerned about the law.
08:28 If the Senate will pass the Resolution of both Houses 6 or RBH 6, the P.I. may stop.
08:34 Mav Gonzalez is the reporter for GMA Integrated News.
08:38 The price of the oil products will increase tomorrow.
08:43 The price of gasoline will increase by almost P3, P1.30 for diesel, while the price of kerosene will increase by P45.

09:32 Tom will go to America in 2022, following the separation of Carla Abellana.

09:46 I don't feel intimidated, scared, nervous. The day will come when he will return to work.
