00:13 Good morning. Here are the first news brought to you by GMA Integrated News.
00:22 The President is on the sidelines of the Summit in Australia, the leader of Cambodia and New Zealand. Live from Melbourne, Ian Cruz has the first news. Ian!
00:33 Susan, Maurice, Egan, it's almost 9 in the morning here in Melbourne, Australia.
00:42 And here behind us is the huge Melbourne Convention and Exhibition Centre where the ASEAN-Australia Special Summit will be held to commemorate the 50th anniversary of their partnership.
00:57 And it is expected that the President will do a lot of things today and last night here in Melbourne with First Lady Liza Araneta Marcos.
01:11 President Bongbong Marcos and First Lady Liza Araneta Marcos have left the Philippines for Melbourne, Australia for the 50th anniversary of the ASEAN-Australia Special Summit.
01:21 In his departure speech, Marcos introduced Australia's support for the 1982 United Nations Convention on the Law of the Sea or UNCLOS
01:29 and the 2016 Arbitral Award in the South China Sea that favors the Philippines and opposes China's involvement here.
01:37 The Summit will be an opportunity for the Philippines to thank Australia, ASEAN's oldest dialogue partner,
01:44 for its unwavering support for the rule of law, for the 1982 UNCLOS and the 2016 Arbitral Award,
01:53 through timely statements of support as well as through capacity building and academic initiatives to mainstream appreciation of international law.
02:03 It is expected that the Summit will discuss the cooperation and broadening of Australia's and Southeast Asia's relations.
02:12 This is also the first time that ASEAN leaders have come together this year as an opportunity to re-examine the position of the Philippines,
02:20 especially on regional and international issues.
02:23 At the Leaders' Retreat, ASEAN leaders are expected to discuss the various issues facing Southeast Asia and the whole world.
02:31 The President also has a bilateral meeting with leaders in Cambodia and New Zealand.
02:36 It is expected that the President will also meet with the Filipino community here in Australia.
02:41 The President will also attend the launch of the more extensive Victoria International Container Terminal,
02:47 a subsidiary of the ICTSI or International Container Terminal Services Incorporated, of a Filipino tycoon.
02:54 While the President is not here, Vice President Sara Duterte will be the caretaker of the government.
03:01 Igan, Maris, Susan, because this is the first day of the Summit,
03:08 the President is expecting to do a lot of things from the forum, bilateral meetings,
03:14 and of course, he is expecting to meet with the Filipino community here.
03:21 Igan, are there any agreements that the President can sign on the sidelines of the ASEAN-Australia Special Summit?
03:27 Yes, Igan. What is important for him to do today is the bilateral meeting with the leader of Cambodia,
03:40 where one of their discussions is the aspect of agriculture.
03:45 We know that our countrymen, Thailand, Vietnam and others, have agreements on the cultivation of rice.
03:53 We will know what will be the result of their discussions later this afternoon.
04:00 Thank you very much Ian Cruz.
04:01 We will continue our live coverage from Melbourne, Australia. Be careful.
04:05 Interior and Local Government Secretary Ben Harabalo is watching closely the Makati Park and Garden in the NCR Police Office.
04:14 The LGU of Taguig and Makati are fighting here.
04:18 There is one platoon assigned to the area to maintain peace and order.
04:23 I will talk to the two Alcantes so I can know what is really happening to them.
04:29 Yesterday, the local government of Taguig temporarily closed the park because it did not have a permit.
04:37 The Makati City LGU became violent and called the LGU of Taguig a bully because they said that they did not own the property.
04:45 The intention of Taguig is clear that he is afraid of being sent by 100 police officers.
04:52 The Makati LGU will not back down.
04:55 A passenger boat sank in the sea and was carried by Zamboanga City.
05:02 The boat that was in the sea was rescued by 43 passengers.
05:16 The six-month-old baby was found by his mother.
05:22 According to the authorities, the possibility of overloading is the reason for the sinking of the boat.
05:26 GMI Integrated News is also reporting that the boat was used to carry passengers.
05:33 The effects of the drought-caused flooding in Bulalacao, Oriental, Mindoro,
05:46 which was included in the state of calamity because of El Niño, are severe.
05:49 First, we will talk to the municipal agriculturist of the town, Rommel De Guzman.
05:55 Good morning, Mr. De Guzman.
05:57 Yes, sir. Good morning, Igan.
06:00 How are you? How bad is the effects of El Niño?
06:06 Sir, the effects of El Niño are severe in Bulalacao, Oriental, Mindoro.
06:11 And how wide is the drought-caused flood?
06:16 Just to give you a bird's eye view, we currently have 950 hectares of onions planted in Bulalacao.
06:25 Three hundred twenty-five of that is already affected by El Niño, meaning one-third of that is affected.
06:32 But there are still some that will be affected?
06:35 There are still some that will be affected, but it is not good because onions are water-consuming crops.
06:51 If you don't provide enough water for it, what will happen, sir Igan, it will not grow.
06:59 We are calling on the farmers here to stick it. It's like a stick.
07:05 It's not enough water to absorb to grow.
07:08 Because of that, it is low quality and has low price.
07:12 Okay. Have you already reported this to the authorities that the farmers are asking for help?
07:20 Yes sir. Last Tuesday, February 27, two high-ranking officials of the Department of Agriculture arrived here,
07:29 Usec Jerome Oliveros and Asec Arnel De Mesa.
07:34 They are asking for help from the group of our farmers leaders here.
07:38 They are not distributing the interventions that they are doing.
07:42 Because Bulacan is composed of 15 barangays, one island barangay and 14 main barangays.
07:50 Of those 14 barangays, three are what we call agricultural producing barangays, Nasuku, Cambuna and Barangay Mohojau.
08:01 So for Nasuku barangay, they will grant one unit of solar power irrigation facilities worth P7 million.
08:14 For Barangay Cambuna, another solar power irrigation facility is worth P11 million.
08:21 For Barangay Mohojau, another solar power irrigation facility is worth P11 million.
08:28 On top of that, they will give P30 million worth of project for the concreting of Farmer's Market Road.
08:35 Then our farmers will be able to avail of sure aid loan coming from Agricultural Credit and Policy Council worth P25,000 without any interest.
08:49 Okay. But on what you mentioned Mr. De Guzman, that the hectare of onion farm is affected,
08:57 how much loss has been incurred?
09:00 Based on our estimate, it's P60 million because the total cost of production for a one hectare of onion is P200,000 average.
09:11 So you multiply that to 325 hectares, so you get that value.
09:19 On the rice, the total loss of rice is P539 hectares affecting 545 farmers.
09:30 There's no rice left. It's all dried up.
09:33 So what the owners did is they fed the rice to the cattle so that the animals can benefit.
09:41 How much loss did you incur?
09:44 The average cost for the one hectare of rice production is around P50,000.
09:50 So P50,000 times P539, that's something like P27 million.
09:55 The promised help from the DA, is that enough or not? What is the reaction of the farmers?
10:02 That is something to be thankful. That's a big thing.
10:10 They will send the rice to help in the irrigation and they will also borrow water pumps to save the remaining onion farm.
10:26 In the case of fishermen, did your LNA also get affected Mr. De Guzman?
10:33 So far sir, we have not seen any sign of them being affected and our fishermen are working hard to catch fish.
10:43 Thank you very much for that information, Romel De Guzman, municipal agriculturist of Bulalacao, Oriental Mindoro. Take care.
10:51 Thank you. Good morning.
10:58 In celebration of Women's Month, a group launched a campaign against cervical cancer in Quezon City.
11:05 That is the Cervical Cancer Elimination in the Workplace Project of the Workers for Health Empowerment Network of WEN.
11:13 In the group, 11 Filipinos die every day from cervical cancer.
11:18 That is why the campaign is far from bringing awareness about the disease.
11:22 There is also a free HPV test in the event of the Quezon City Health Department and the Department of Labor and Employment.
11:31 A tourist attraction in Igig, Cagayan is now ready for the arrival of devotees.
11:40 That is Igig Calvary Hills. It has an area of 11 hectares where you can see the Stations of the Cross.
11:48 You can also see the beautiful view of the River Cagayan from there.
11:53 The Church of Igig is asking the devotees to make a visit there during the Holy Week.
12:12 We are here with Ms. Chika this Monday morning. Later this afternoon, we will start airing the GMA Afternoon Prime Series of Lilet Matias, Attorney at Law.
12:20 The first star will also be Joe Berry, along with Rita Avila, Lloyd Sammartino, Joaquin Domagoso, Anna Lynn Barro, Cheryl Cruz, and many more.
12:32 The story will revolve around the lawyer Lilet Matias and her help to those in need.
12:38 Watch it every Wednesday at 3.20pm on GMA Afternoon Prime.
12:42 We have with us Baba. Congratulations!
12:45 The debt of the Philippine government of this year has recently increased to a record high.
12:53 According to the Bureau of Treasury, it has increased to Php14.79 trillion.
12:59 The domestic debt of the government has increased to Php144.25 billion, while the external debt has increased to Php29.66 billion.
13:11 If you are planning to catch fish, here is the price of some of its shares in the markets based on the price monitoring of the Department of Agriculture.
13:27 Php140 to Php250 per kilo of fish, Php110 to Php161 per kilo of tilapia.
13:38 Other fish, like the local galunggong, are Php220 to Php280 per kilo.
13:46 The imported galunggong is Php180 to Php260 per kilo.
13:52 Is that the price range of the fish in Mega QMart in Quezon City?
13:58 Let's find out in the first live news of James Agustin. James!
14:02 Susan, good morning. Unlike last week, where our hearts were all frozen galunggong and tamban,
14:13 in Mega QMart in Quezon City, now there are fresh galunggong and tamban here.
14:18 The close fishing season is over for that.
14:21 Yesterday, there was a supply of fresh tamban and galunggong in this place, in Mega QMart in Quezon City.
14:31 Php180 per kilo of tamban, while Php220 per kilo of galunggong, according to the Bureau of Fisheries and Aquatic Resources of BIFAR.
14:40 The close fishing season is over, so the supply of fish has increased.
14:44 The supply of fish in galunggong and tamban is increasing compared to the last time.
14:52 How is the price?
14:54 It's still high.
14:55 Why is it so?
14:57 Maybe the supply is still low, but if it increases, it will still go down.
15:03 Other fish like catfish can be bought for Php180 per kilo.
15:07 There is a catfish for Php240 per kilo, tilapia for Php130 per kilo, while catfish is Php190 per kilo.
15:16 The price of fish is still high, so the buyers should budget first.
15:21 If you buy a lot, you don't have enough money.
15:24 You just need to budget.
15:26 The one that fits us is just right.
15:28 If you can't buy a kilo, to eat, you can buy one-fourth or half.
15:35 For me, as long as you know how to budget, you can eat even if it's expensive.
15:42 The fish sellers are expecting a high demand for fish.
15:45 In the upcoming Holy Week, they cannot say if the price will increase.
15:50 If it's a Holy Week, the supply is low, but if there's a lot of supply, it will go down.
16:02 Meanwhile, we can buy smaller catfish here,
16:06 according to the sellers, this is fresh and the price is going down.
16:11 That's the first news from Mega Q Mart in Quezon City.
16:14 I'm James Agustin for GEMA Integrated News.
16:17 Fish is a replacement for garbage.
16:21 That's the Plastic to Fish Program launched by Barangay Santo Niño in Quezon City.
16:26 Every kilo of any plastic product can be replaced with fish like pampano, salmon, galunggong, and fish fillet.
16:34 The garbage collected is sold to junk shops and the Trash to Cash Program of Quezon City LGU.
16:41 Quezon City LGU will also do that in other barangays.
16:45 The program aims to reduce the amount of garbage that can be collected in canals and to reduce the flood.
