00:16 >> We expected some changes in the bill,
00:19 especially in the allocation money for development award,
00:24 which the governor proposed 10 million,
00:29 and it was what was there even today.
00:32 And my concern was, since we did public participation
00:38 and the members for public proposed 15%
00:42 for allocation money for award, and even others proposed 45%.
00:50 So we expected the state bill to have about more than 10 million,
00:56 because when we take 10 million, it's just 2.8
01:00 by the total budget we have in Campbell.
01:02 So 2.8 is so little, and I was proposing,
01:07 my server was proposing at least we start with 7%.
01:11 That is the minimum allocation per award.
01:14 That is about 25 million.
01:16 But anyway, I was charged in the assembly whereby I felt
01:22 that in future, if at all we pass this law, it will be
01:30 of a lot of damage to our people.
01:31 Because 10 million, if you take for example doing a road,
01:35 you'll just do a road of 3 kilometers,
01:39 two roads only per year.
01:41 That is peanut.
01:43 What we are discussing in the assembly,
01:47 or what we are stressing is
01:49 that probably we are allocated a higher amount,
01:52 since Campbell has a budget of 21 billion.
01:56 And we normally correct from 3.6 billion
02:01 on own source revenue to 4 billion there.
02:04 The minimum is 10 million.
02:07 With the negotiations with the governor,
02:09 we can be able to add up to 40 million.
02:11 I think the reasoning for the governor to start
02:15 with that is how we shall implement the project
02:18 with that money.
02:19 If he gets impressed, probably he will add,
02:22 not amend the constitution, not amend the law,
02:25 but we shall increase the allocation from 10
02:28 to whichever figure we shall negotiate later.
02:31 In Karuri, and according to that act, is that we are supposed
02:35 to do a public participation in every ward.
02:39 I'll do mine with the residents of Karuri
02:41 and propose the projects that we would like to do
02:44 in that 10 million.
02:46 I would propose, because the loads have been taken
02:51 over by the governor, the ACD classrooms will be taken
02:54 over by the governor.
02:54 The only project I see that will have an impact is
02:59 the street rights.
03:00 So I would propose we put street rights for the 10 million,
03:04 probably it will be enough for 60 street rights in every year.
03:09 So in the next three years, I will have put
03:13 about 180 street rights in Karuri ward.
