00:25 Commissioner, your acceptance for the nomination for 2024 Outstanding Government Worker has already started.
00:32 Can you give us some details about this?
00:34 And when is the deadline for the submission of the nominations?
00:38 You are right, Ms. Chi.
00:41 As part of the rewards and incentives mechanism of the government under the Honor and Awards Program or HAP,
00:49 a yearly search for outstanding government workers is to recognize government employees who are showing full dedication and commitment to their work.
01:02 The objective of this is to inspire other government bodies to be more active in providing public services.
01:13 I will not be choosing here, but I will just say that as President of the Republic of the Philippines,
01:19 the regional offices of CSC nationwide will accept nominations until March 31, 2024.
01:30 Commissioner, in this annual search, what are the criteria to nominate and for the possibility of receiving an incentive and award
01:41 as Outstanding Government Worker of the Year?
01:44 We have three award categories in this search.
01:51 First is the Presidential Lingkod Bayan Award.
01:55 It is based on Executive Order No. 508, Series of 1992.
02:01 This is an award for outstanding work, performance, and contributions that have a nationwide impact.
02:10 The second category is the Outstanding Public Official and Employee Award, Dangal ng Bayan.
02:18 Dangal ng Bayan Award is an award for those who show consistent ethical behavior according to Republic Act No. 6713
02:29 or the best known Code of Conduct and Ethical Standards for Public Officials and Employees.
02:35 The third category is the Civil Service Commission Pag-asa Award.
02:40 This is based on Executive Order No. 292 and the implementing rules and regulations of this award
02:48 is for outstanding contributions that help an office, agency, community, or region.
02:57 Well, Commissioner, this is a good motivation for our government colleagues.
03:03 But perhaps, many of our countrymen are asking,
03:07 what are the incentives that awardees can receive aside from recognition and award?
03:13 The incentives of Ms. Chi are good.
03:19 Based on their reputation,
03:23 they can receive automatic promotion to the next higher position that is included in their qualification for the Presidential Civil Service and Dangal ng Bayan Award categories.
03:38 We have a cash reward of P200,000 for individuals who will win
03:45 and P100,000 for each member of a group of up to five members.
03:53 We have a one-time medical check-up valid for a year from the date of receiving the award.
04:03 We also have a scholarship grant to any partner educational institutions of CSC.
04:11 We also have a gold gilded medallion from the Central Bank of the Philippines
04:17 and we are thankful to BSP for their support.
04:21 We also have a trophy or plaque with a citation from Ms. Chi.
04:26 Ma'am, I have a follow-up question.
04:28 Is the salary increase they are talking about included to boost the morale of other employees?
04:34 Isn't it an increase in the salary step?

04:41 When you are promoted, it comes with a salary grade,
04:46 the correct salary here.
04:49 And if ever, if ever, there is no higher position,
04:54 the salary increase will be deducted from the next position.

05:19 Commissioner, when is the awards night for 2024 Search for Outstanding Government Workers?

05:28 We are requesting this from the President's office that the awards night will take place every month of September
05:37 along with the Philippine Civil Service Anniversary.
05:40 This is taking place in Malacanang Palace.
05:42 So really it is deserving to the government employees,
05:46 just fitting that we give them the proper tribute in the proper place.
05:50 For now, we would like to invite all government and human resource management practitioners
05:57 to submit their nomination to the regional and field offices until March 31, 2024.
06:04 I can recommend to the relevant public agencies an individual or organization from the private sector
06:14 for a particular category of search.
06:17 So even those in the private sector, if you have acquaintances in the government,
06:21 you can nominate or an organization or an NGO, you can nominate.
06:26 Ma'am, before you tell us,
06:29 what are the programs and policies that will be implemented and awaited by government employees
06:35 this year to give priority to the welfare and development of these people?
06:40 Good news for job orders, contract of service, contractuals, cash wall,
06:53 and categories 3 and 4, and career service employee with first level civil service eligibility,
07:02 and terminals.
07:04 What is the good news for you?
07:06 If you are in the government aggregate, not continuous aggregate, combined,
07:13 10 years, if ever you are in the government for 10 years,
07:17 you have a preferential rating.
07:20 We are calling this under resolution, CSE resolution number 2301123,
07:28 approved and promulgated by the commission.
07:30 Our chair is Chair Carlo Nograles, with Commissioner Ryan Acosta.
07:35 The title is Guidelines on the Grant of Career Service Eligibility Preference Rating.
07:40 What will happen if you are in the government for at least 10 years aggregate?
07:46 In the next exam, which will be on March 3, we will use this policy.
07:53 What is this policy?
07:54 You have +10 points.
07:59 So if you did not reach the 80% passing rate and you are 70%,
08:06 +10 points for you to pass.
08:09 I mentioned categories 3 and 4.

09:41 We also have what we call the learnings in the government through social media.
09:52 This is provided by our Civil Service Institute.
09:56 Our Civil Service Institute has released micro-learning videos to better understand.

10:11 So there will be smaller videos for learning and development for levels 1, 2 so you have a number of training hours.

10:21 If you are promoted, you will be looking for a number of training hours.
10:26 Aside from training hours, we want to enhance the skills and knowledge of government employees
10:32 so that they can add more to their knowledge.
10:36 These are some of the objectives for the plans for 2024 including the Civil Service Digital Examination.
10:44 We want this to be similar to the Supreme Court and Department of Education for their bar exam and school head exam.
10:53 You will be given a laptop and you can take an exam on your laptop.
10:57 CSE is arranging this for this year.
11:00 In Prime HRM, our office, we are revising 2024 Omnibus Rules on Appointments and other Human Resource Actions.
11:12 We have revised policies on secondment.
11:15 What is secondment?
11:16 If you are from one agency, you will be transferred to another agency.
11:20 It's like you are being borrowed from another agency.
11:22 We are also arranging that.
11:24 We are revising rules on government reorganization.
11:27 We are revising dress code and dress code so that we can be inclusive
11:32 and incorporate the principles of gender equality, diversity, and social inclusion.
