00:00 A medical association is urging the government to reassess the roles of managed care organizations
00:08 as their quasi-regulations are taking a toll on private general practitioners.
00:14 Managed care organizations are third-party entities that help companies or private healthcare
00:19 providers manage administrative matters related to claims and payments.
00:23 Dr. Steven Chow, treasurer of the Federation of Private Medical Practitioners Association,
00:29 said the roles set by these organizations made patient care difficult for GPs.
00:34 He said these rules include limitations on patients' choice of doctors and restrictions
00:39 on medical conditions doctors can treat, among others.
00:43 Chow said there were also rules against payment for certain medicines, even if they are registered
00:47 with the National Pharmaceutical Agency and prescribed by a doctor.
00:52 This, he said, would interfere with the statutory right of a doctor to prescribe medicines.
00:57 Meanwhile, Dr. Chang Chee Siong, a GP, said managed care organizations' roles have made
01:03 costs drive medical care, rather than best practices.
01:07 He said his ability to offer quality care to his patients were hindered by price caps
01:12 imposed by such managed care organizations.
01:15 Last year, the Malaysian Medical Association raised concerns about high fees from these
01:20 organizations as they charge private clinics up to RM5,000 to become panel clinics.
01:26 MMA said such issues had been raised with the health ministry since 2015, yet no corrective
01:32 action has been taken.
