In 1945, close to the furthest limit of The Second Great War, kamikaze pilot Kōichi Shikishima lands on a Japanese base on Odo Island. Lead repairman Tachibana derives that Shikishima had escaped from his obligation by pretending specialized issues. That evening, Godzilla, a dinosaur-like animal, assaults. Shikishima can't force himself to shoot the beast from his plane and is thumped oblivious. Tachibana, the main other overcomer of the assault, faults Shikishima for neglecting to act.

In 1946, Shikishima gets back to track down his folks dead in the besieging of Tokyo. Tormented by survivor's responsibility, he fills in as a minesweeper and starts supporting a lady, Noriko Ōishi, whose guardians likewise kicked the bucket in the bombarding, and a stranded child, Akiko, whom Noriko safeguarded. Sometime thereafter, Godzilla is changed and engaged by the US's atomic tests at Two-piece Atoll; it obliterates a few American warships prior to heading for Japan. Inferable from pressures with the Soviet Association, the U.S. offers no assistance put something aside for a couple of decommissioned Majestic Japanese Naval force vessels endorsed by Broad Douglas MacArthur. The Japanese government, worried about actuating alarm, doesn't advise people in general about the peril.
