00:00 The government is continuously targeting various means to avoid the harassment of prisoners in the country's prisons.
00:09 This includes the heavy sentence for those who are caught with illegal drugs.

00:18 Of the more than 100,000 persons deprived of liberty who are imprisoned under the BJMP and the MUCOR,
00:26 the Department of Justice said that in the last two years, the number of prisoners under the illegal drug has reached 70,000.
00:34 That is why the DOJ is looking to review and amend the law regarding illegal drugs.
00:41 On the last day of the National Jail Decongestion Summit, the DOJ said that the heavy sentence for those caught with illegal drugs
00:52 should be discussed again depending on the type of drugs they were convicted of.
00:56 We have to review it whether our amounts or threshold amounts for you to be charged with an unavailable offense is still accurate,
01:04 given the practice. You know there are new drugs coming in, penthaline, very important new drug that's coming in,
01:13 cheaper and yet ten times more effective or deleterious rather than shabu. And it's more affordable. It's another challenge for us.
01:25 To discuss this issue, the DOJ plans to hold a drug summit next year after the Decongestion Summit.
01:33 But the DOJ clarified that this does not mean that the fight against illegal drugs has been weakened.
01:39 Instead, the sentence will be given faster and the cases will be strengthened against PDLs.
01:48 A weak case that is filed in court will not attain justice. We are not dismissing a weak case but we will build up this case.
01:58 We will use forensics, we will use all sorts of innovations because that is now the trend that we are trying to pursue,
02:06 using forensics as an instrument to strengthen cases.
02:11 Meanwhile, the DOJ also saw that the PNP and fiscal officials' assistance for the case buildup was effective because the number of cases filed in court was reduced by 20 percent.
02:22 We're trying to correct the situation where law enforcers are gathering evidence without the guidance of prosecutors.
02:30 There are so many mistakes in gathering evidence and in fact, there are some wrong practices that need to be corrected.
02:36 We presented the statistics and so far there is a 20 percent decline in the number of cases filed in court.
02:43 I think that is because we are still cascading it. We predict that it can be half.
02:49 And we don't mind that only half cases are filed in court but the conviction rate will be very very high.
02:56 For the Bureau of Corrections, because the restrictions on city jails are now stricter than in the Philippines,
03:02 they suggest that all PDLs be transferred to them, even if the sentence is less than three years.
03:09 We will recommend that the sentence of three years and below be transferred to the Bucor.
