Former health secretary Sajid Javid has described a ‘dysfunctional’ and ‘toxic’ culture in Number 10 as the pandemic began to take hold. Mr Javid, who resigned as chancellor on February 13 2020, was giving evidence at the Covid Inquiry this afternoon.
