00:00 60% of the vehicles in the country are not registered in the Land Transportation Office.
00:05 Because of that, LTO is even more strict with the No Registration No Travel Policy.
00:10 We will be able to interview LTO Chief Assistant Secretary V. Gorman Dosa Duzekan.
00:15 Good morning, Director.
00:17 Good morning, Susan.
00:19 Section, how many unregistered vehicles are there?
00:22 Let's start with Metro Manila.
00:24 In Metro Manila, there are 4.1 million.
00:28 And in the whole country?
00:30 24.7 million.
00:32 Wow, that's a lot.
00:34 These are not registered, right?
00:36 These are not registered, but a combination of private and passenger vehicles.
00:41 Yes, including government-owned vehicles.
00:45 Even government vehicles, sir?
00:49 Yes, including all vehicles that need to be registered in the LTO.
00:55 If there are people who will comply, it should be the people in the government first.
01:00 What are the reasons why their vehicles were not registered and why it's not allowed to travel?
01:07 How can we know if it's not registered if we are caught?
01:10 Yes. We have a small problem. We are catching up with the plate.
01:16 But eventually, we will know if it's not registered on the plate.
01:22 In motorcycle, it's more difficult because we are catching up with the plate.
01:29 So what we are doing is we are using checkpoints to check our motorcycles.
01:35 So in the checkpoint, if you are caught or there are traffic violations,
01:42 you can see that it's not registered or if you are registered, you will be fined?
01:48 We are not outreaching. We are relying on our barangay, LGUs, government agencies.
01:59 At this time, we are reaching out to the public that they need to register.
02:06 So we usually warn them first. If they don't comply after the warning, we will catch them.
02:15 It can result to impounding. If we are impounded, we will face additional charges.
02:20 So that's the most severe punishment, impounding?
02:25 Yes. There is a fine of P10,000 if we are impounded.
02:31 Shouldn't the penalty be higher for those who own a vehicle to register?
02:39 Yes. Our penalty is 50 percent. If you are to pay P2,000, there is a penalty of 50 percent, which is P1,000.
02:49 That's according to the law. So it's like that.
02:52 We told them to register so that their expenses won't increase.
02:57 Sooner or later, we will know because it's all in our computer data, 24/7.
03:06 We will thresh out this by region, by district, who all are.
03:12 We can gather the names and write it down. We are doing it slowly.
03:18 Per company, per agency, per municipality, we are gathering the data.
03:24 It's good that a recipient of Mindanao went to us.
03:30 Their tricycles, the mayor of Mindanao, many of them were not registered.
03:36 They are asking for help from the LTO so we can put people there so that their tricycles can be registered easily.
03:45 That's what we are doing. Here in Barangay Quezon City, the barangay captain reached out and we are helping our motorists to register.
03:58 What is the problem with the registration process Asec?
04:01 Maybe there should be changes so that the registration process won't be heavy for others.
04:07 The vehicle inspection, that's why we are doing this because of the road safety issue.
04:15 The vehicle inspection is the problem there.
04:19 When we reached out, we brought all of these so they don't have to go far. The vehicle can be inspected.
04:28 That's the registration side.
04:30 So you think there should be changes?
04:33 We are fixing it. Eventually, we want online registration. That's where we are going.
04:41 In fact, some of the public utility details, that's what we will do once we register, online registration.
04:48 They don't have to go to the LTO to register.
04:53 On another topic Asec, the backlog in license plates and driver's license.
04:57 How long will our motorists wait? The problem is just repeating.
05:04 Yes. Here in the motor vehicle, the four-wheel vehicle, we don't have a backlog there.
05:11 In fact, we are just perfecting our system so that when you buy a vehicle, within seven days, you should get your license plate and ORCR.
05:21 We will give it to you simultaneously.
05:23 We have a last meeting with the dealers this December 4 so we can plan the timeline.
05:29 So that when we say seven days, the license plate should be with the buyer.
05:35 We don't have a backlog in four-wheel vehicles. Our backlog is in the motorcycle.
05:43 We are starting with 13 million backlogs. That's where we are chasing the cost.
05:50 In the license, our supply is 9.2 million. We are at 2.1 million. It started at 2.4 million.
06:03 We are at 2.1 million backlogs in our license.
06:07 We will just follow up on what will happen in the LTO.
06:13 Thank you very much LTO Chief Assistant Secretary Vigor Mendoza II. Good morning to you.
06:19 Good morning to you.
