00:08 After former President Duterte stopped the government in 2019,
00:13 the peace talks between the government and the National Democratic Front of the Philippines or NDFP could be resumed.
00:20 A joint statement was passed by the government and a group of rebels to re-enact the peace talks.
00:26 The joint statement was signed in Oslo, Norway on November 23.
00:31 The government clarified that this is just the first step in the peace talks,
00:35 so the armed groups will continue to fight.
00:38 For the Marcos administration, this is the first step towards lasting peace.
00:45 As for the issues raised in the negotiating table,
00:48 if the terrorist country in the New People's Army will be removed and the NPA detainees will be released,
00:55 the NDFP will form its own peace panel.
00:59 Before the former PNP chief Camilo Casculan died,
01:07 his brothers investigated the possible conspiracy against the former general.
01:14 According to the nephew and lawyer of Casculan's brothers,
01:17 they signed a formal letter to the NBI in March to investigate this.
01:23 They did not first deny the basis of their doubts because this is an important part of the investigation.
01:30 The brothers of Casculan also questioned why PNP Medical Legal signed the death certificate
01:37 and not his attending physician.
01:39 The PNP did not see anything wrong here.
01:42 The attending physician said that Casculan died out of town on November 24,
01:48 so the family asked the PNP to sign the death certificate.
01:54 The attending physician also came to confirm that his death was a lingering illness.
02:01 Casculan's relative asked him to give him time to open his eyes.
02:06 He will release a statement within a few days.
02:12 The Senate also signed a resolution to ask the government to assist in the investigation
02:18 of the International Criminal Court on the War on Drugs of the Duterte Administration.
02:22 But only now, some senators have passed it.
02:25 Mav Gonzalez has a report.
02:27 Aside from the camera, the Senate also signed a resolution to ask the government
02:35 to assist in the investigation of the International Criminal Court or ICC on the War on Drugs of the Duterte Administration.
02:42 The President himself promised to uphold human rights and a high level of accountability
02:50 in the fight for human rights in the country.
02:54 And cooperating with the investigation is the best way for Malacanang to show its commitment.
03:02 Senator Bato de la Rosa, the PNP chief when the War on Drugs was implemented, also came to confirm.
03:07 Let's not talk about this.
03:09 I'll ask you, do you believe that the judiciary in the Philippines doesn't exist?
03:15 Then why did you file a resolution to let them in?
03:19 Even if we're allowed to be here.
03:21 In addition to the statement of the President that the return of the Philippines as a member of the ICC is being studied,
03:31 He's just being too gentleman about it.
03:36 Since that issue came out, he can say that it can be studied.
03:42 Senator Aimee Marcos wonders why the Congress is pushing the issue in the ICC.
03:48 So they're really looking for trouble.
03:50 But President Duterte has said repeatedly, bring it on.
03:55 For me, the truth is that this is the decision of the Executive.
03:59 No one is looking for trouble.
04:01 The biggest trouble is the trouble that is being put in the heads of the criminals and the perpetrators of extrajudicial killings of the War on Drugs.
04:12 Tomorrow, the camera will be rolling on the resolutions for cooperation with the ICC.
04:18 According to Solicitor General Menardo Guevara, the resolutions are non-binding even if they are adopted by the Congress.
04:25 But the return of the ICC is a different story.
04:29 It's being decided by both the Executive and the Legislature.
04:32 Dela Rosa thinks that he's just using it for politics.
04:35 I'm just re-echoing what I have heard.
04:41 Vice President Sara Duterte said,
04:44 We'll just leave it to the people who will analyze it.
04:47 We waited for the former President Duterte to confirm his Juris Doctor degree at San Beda University to get a permission.
04:54 But he left immediately.
04:56 Mav Gonzalez is reporting for GMA Integrated News.
05:00 The price of an onion per kilo has increased to Php40 in some markets in Metro Manila.
05:08 In the circulation of Super Radio DZBB in Mega Q Mart in Quezon City,
05:13 the former Php120 per kilo is now Php160.
05:18 It's a sign of a lack of supply.
05:21 In the monitoring of the Department of Agriculture,
05:24 the local red onion is Php130 to Php220 per kilo.
05:29 If imported, it's possible that it's from China and can reach within two weeks.
05:36 You were caught in a shootout.
05:44 An NBI agent shot a waiter in Bacolod City.
05:48 They say that one of the NBI agents shot 10 people in a disciplinary action.
05:53 That's what Jonathan Andal has reported.
05:56 In this CCTV footage,
06:00 we can see the woman who is holding a gun outside the bar in Bacolod City.
06:05 The man who was talking to the woman is the waiter of the bar.
06:09 Later, the manager of the bar went out to meet the two men.
06:14 In the middle of their conversation, the woman pointed her gun at the waiter.
06:19 The woman is an NBI agent.
06:21 According to the police, the NBI agent went back to the bar to look for his jacket and cellphone.
06:27 But the waiter said that he didn't leave it there.
06:29 According to NBI Bacolod, the NBI agent asked the waiter to escort him to the bar.
06:36 But the waiter decided to file a case.
06:39 The man is trying to get a warrant to commit a robbery.
06:43 Because of the counter-flow pickup truck,
06:46 five cars collided in Cagayan de Oro City.
06:49 The front of some cars was destroyed.
06:52 No one was injured but the injuries in the collision were found.
06:55 The investigation is still ongoing.
06:57 Jonathan Andal is reporting for GMA Integrated News.
07:01 The Senate approved the budget of 5.768 trillion pesos for the next year.
07:09 Twenty-one senators voted in favor of the budget.
07:12 Senate Majority or Minority Leader Coco Pimentel abstained after questioning the urgency of the budget.
07:20 Senator Pia and Alan Cayetano did not vote because they were absent from the plenary.
07:25 The Bicameral Conference Committee was able to help to unify the version of the House and Senate in the 2024 National Budget.
07:34 After the Bicam, the House and Senate will discuss the final version of the 2024 National Budget.
07:41 Then, the President will sign it.
07:44 Fish vendors in a market in Davao City are being cut by blood to look fresh.
07:58 According to Superadio Davao, the blood was cut by the veterinary office.
08:05 But the vendor who cut the fish was found guilty.
08:09 According to the authorities, even though it is not a public danger,
08:13 this act is still prohibited because the fish looks fresh.
08:22 State of Calamity was declared in Tagum City, Davao del Norte due to the dengue outbreak.
08:28 According to the local government, there are more than a thousand cases from January to November.
08:34 There are more than 197 cases at the same time in 2022.
08:40 The MMDA made a clearing operation in Mabuhay Lanes.
08:46 For 24 hours, Mabuhay Lanes was prohibited from using alternative routes to avoid traffic on the main roads,
08:54 especially during Christmas.
08:56 Before this, the MMDA also arrested motorists who passed through Edza Busway.
09:02 Compared to the first weeks of implementation, the number of violators has decreased.
09:08 The more high fines are indicative.
09:12 Ian Cruz reports for GMA Integrated News.
09:17 A civilian group will visit some territories of the Philippines in the West Philippine Sea.
09:23 The group will go to Pagasa Island to bring Christmas gifts and equipment to the soldiers and residents there.
09:31 The group's Christmas convoy was not allowed to go to BRP Sierra Madre in Ayungin Shoal due to security concerns.
09:40 Instead, the convoy will pass through the vicinity of Ayungin Shoal and wherever it can and is practical to go.
09:47 So, the gifts will be collected first in Pagasa Island.

10:56 It died yesterday based on the announcement of Manila Mayor, Honey Lacuna.
11:02 Mali is now under the necropsy to find out the reason for his death.
11:07 Usually, Asian elephants reach 80 years old, like Mali, who is under captivity.
11:13 Mali is only 49 years old so it is important to know the reason for his death.
11:18 In 1977, Mali was brought to the Philippines as a gift by Sri Lanka to the former First Lady Imelda Marcos and was brought to Manila Zoo.
