00:15 Okay. Isn't it going to be very difficult and expensive to have a plan of back to zero in the voter registration? Do we need to do everything?

00:26 Ma'am Connie, you know that in every election, even in the pre-election, there are accusations that the voter is dead.

00:35 Why is that? It's not that long ago. Why is there a lot of registration, double, multiple registration and such other issues about registration.

00:44 We are always saying that our list of voters is not a problem. Others are saying that our names are not included. Why is it like this?

00:56 You know, our problem is that we have a system. We use four fingers when we register.

01:06 Now in the world, we have what we call automated biometrics, along with facial recognition, iris and ten fingerprints.

01:15 We want to do that to verify that our country's voters are still alive.

01:22 Now, it's too expensive. No. Our regular registration, the most we are spending is on buying new systems or new programs to improve the system of the commission.

01:38 Our estimate is P1.1 billion pesos. It's not that much compared to what we are spending when we register.

01:50 Now, the claim that others are saying, why is it only for one month? It can be for two months or three months.

01:58 We are just giving the permission to the commissioners to ask questions. In our Congress, it's not final yet. The final say is still in Congress.

02:07 At least, when it comes to the 2020 elections, no one can say that the list is dubious, that the list is in favor of other candidates, that the list is secure.

02:19 Okay. I understand sir, you mentioned that we have 491,000 double or multiple registrants.

02:28 Is this included in the registration of our overseas voters at Persons Deprived of Liberty?

02:36 Actually, yes. The overseas are not included yet.

02:49 The overseas can vote in the national position. The 491,000 we saw, those who registered from December 12 up to January 30,

02:59 where we had registration, we saw double and multiple registered voters. We removed all of them and again, we saw it.

03:08 That's why, sir Rafi, our oldest fingerprint is 2003. The latest general registration of voters is 2003.

03:19 Of course, as we age, our fingerprints change. Therefore, there's a possibility that our AFIS, automated fingerprint identification system, may not have seen it.

03:48 First of all, sir Rafi and ma'am Connie, we had a consultation. We had a very broad and factual issues.
