00:00 Vice President Sara Duterte refused to return the confidential and intelligence funds from the budget of the Office of the Vice President and the Department of Education.
00:11 The reason for that is pointed out by MAV Gonzalez.
00:18 In the long run of the defeat of the Cabara and the Senate if the Office of the Vice President should give confidential funds, in the end, Vice President Sara Duterte did not ask for it for 2024.

01:06 The Cabara first seized the 500 million pesos confidential funds of the OVP.
01:11 If it's true, it can be returned to the Bicameral Conference Committee. But it's not going to happen.
01:17 The OVP does not want it. We talked to them. They do not want to return the confidential funds. So it's good that it's academic.
01:26 In the plenary, Senator Riza Contiveros also asked for the 125 million pesos transferred from the contingent fund of the Office of the President to the confidential funds of the OVP in 2022.
01:38 It is still being audited. But Angara explained that it was spent for the proper implementation of the various programs of the OVP in the country.
01:48 The 125 million spent in 11 days or on average 11.3 million a day, was used for the safe implementation of free rides or the preparation for the opening of satellite offices.
02:09 The 11 days is the period of disbursement of funds. But if you include the period for obligation, it was actually 19 days.
02:19 And if we look at the services performed or the use of the funds, it goes beyond actually the 11 or whether there's 11 days or 19 days.
02:32 In the plenary debate, the budget of the OVP, which is 1.8 billion pesos, was included in the debate.
02:38 The Department of Education also did not ask for their original 150 million pesos confidential funds.
02:45 Meanwhile, the 2024 budget of the Office of the President was included in the interpellation.
02:51 The confidential fund is 10.64 billion and 2.25 billion, while the intelligence fund is 2.3 billion.
02:59 Senate Minority Leader Coco Pimentel said he has no issue in giving confidential funds to the OVP.
03:05 But he has a problem with the intelligence funds because the OVP is a civilian agency.
03:10 The President himself and as well as his office are consumers of intelligence already gathered and organized by the intelligence practitioners
03:20 under which are the agencies, some agencies under the Office of the President in the executive branch.
03:28 So that is actually my question, Mr. President.
03:31 Why did the Office of the President request for intelligence funds and at the level found in the NEP, which is around 2.3 billion pesos?
03:44 The President is both the user and generator of confidential and intelligence information.
03:50 And to make as the commander-in-chief, he needs to make very crucial decisions.
03:56 So the importance of information cannot be understated, Your Honor.
