00:43 Ukraine is one step closer to joining the European Union. The European Commission has
00:47 recommended member states formally open accession talks with Kiev. Although outstanding work
00:53 on fundamental reforms needs to be met in the coming months, nonetheless, the president
00:57 of the European Commission, Ursula von der Leyen, said today was a historical day.
01:02 It is now 10 years ago that the protests on Maidan started. Maidan protests where people
01:09 were shot because they wrapped themselves into a European flag. And now, 10 years later,
01:21 today is a historic day because today the Commission recommends that the Council opens
01:28 accession negotiations with Ukraine and with Moldova.
01:34 In a 150-page assessment, the EU says Ukraine has made significant progress in tackling
01:39 corruption, the influence of oligarchs on political life, the rights of minorities and
01:44 the independence of the judicial system, although some more work is required in these areas.
01:49 Speaking to Euronews, Ukrainian Deputy Prime Minister said these issues would be resolved
01:53 soon and oligarchs would no longer be a problem in Ukraine.
02:01 The EU strongly commended Ukraine's progress in the midst of the Russian invasion of their
02:08 country, which created the momentum for theirs and Moldova's membership bid. All 27 member
02:35 states have unanimously agreed to move Ukraine to accession talks. If all goes to plan, a

02:55 A pro-Russian politician has been killed in an apparent car bomb attack in Ukraine's occupied
03:00 Luhansk region. Mikhail Filiponenko's son told local media he died after suffering fatal
03:05 injuries in the explosion. He was the only person in the car.
03:09 Filiponenko was a member of the so-called People's Council, a local parliament set up
03:14 by Moscow-aligned officials. Luhansk is one of four Ukrainian regions illegally annexed
03:20 by Russia after its invasion in February 2022.
03:29 The G7 group of rich nations has called on Israel to pause its military offensive in
03:34 Gaza on humanitarian grounds. At their meeting in Japan, leaders overcame diverging views
03:39 on the war to issue a joint statement that fell some ways short of advocating for a ceasefire.
03:46 But U.S. Secretary of State Antony Blinken did say Israel should not try to reoccupy
03:50 Gaza.
03:53 The G7 ministers reaffirmed our staunch support for Israel's right and obligation to defend
03:58 itself and seek to ensure the attacks of October 7th can never happen again. We all agreed
04:03 that humanitarian pauses would advance key objectives to protect Palestinian civilians,
04:09 to increase the sustained flow of humanitarian assistance, to allow our citizens and foreign
04:14 nationals to exit, and to facilitate the release of hostages.
04:19 The country's foreign ministers also condemned the rise of extremist settler violence committed
04:24 against Palestinians, which they said undermined security in the occupied West Bank and threatened
04:29 the prospect for a lasting peace.
04:36 They fled their homes without money or belongings and have nothing to put in their mouths. Those
04:41 displaced by the war in Gaza are suffering a war of hunger on top of the horror they
04:46 left behind. In this camp, getting one meal a day is mission impossible.
04:53 I sit next to the bull, so my brother and I can eat.
05:00 Sometimes my mother comes to cook food, and I distribute the food. Sometimes I take the
05:07 bread and sometimes I sleep inside because I don't have any bread left.
05:14 Families in the camp told Euronews correspondent in Gaza Nebal Hadjou that life there is very
05:21 difficult. They've spent many days without any food, sharing supplies with neighbors
05:26 in the camp.
05:27 The bread and flour are bad. The water is bad. There is no help. The children are bad.
05:34 It's normal to eat one meal a day. But we have to eat lunch, breakfast and dinner. The
05:45 situation is difficult. There is no help. We left the war suddenly. We have no money
05:52 left.
05:54 The blockade on humanitarian aid in the Gaza Strip has left markets depleted. Many families
06:00 have traded certain death under bombs for a slow death in refugee camps.
06:11 In Gaza, women and children are at the heart of an unfolding humanitarian catastrophe.
06:17 According to the World Health Organization, on average, 160 children are killed and hundreds
06:22 injured every day in the Gaza Strip.
06:26 More than 4,000 children have been confirmed dead and more than 1,500 are missing, assumed
06:31 dead under the rubble.
06:35 Children now under intense bombardments all day and night. They are lacking food, water,
06:42 electricity, medicine, everything. And on top of that, without electricity, you can't
06:50 imagine the horror and fear they are living when it's completely dark and the only sound
06:57 they hear is just the sound of bombardments.
07:05 Families are facing harsh conditions, with the lack of clean water, food and medical
07:09 care and facilities such as schools and hospitals overwhelmed. Collapsing and destroyed sanitation
07:15 systems are increasing the risk of spreading waterborne diseases, including cholera.
07:20 And what about the longer-term issues of growing up in a war zone?
07:24 We are risking a generation that is not going to be able to be productive adults, not going
07:30 to be able to interact with their surroundings and be as productive as they can be. They
07:37 will not reach their full potential. And of course, there's the issue of the cycle of
07:42 violence and we're creating violence never as the solution. Violence only produces violence
07:47 and I think the sole solution for this is to stop violence and find a solution, a political
07:54 solution for the conflict.
07:58 Last month was the hottest October on record globally, meaning 2023 is almost certainly
08:05 going to hit a new peak as the warmest year ever recorded. That's according to the latest
08:13 information from Copernicus, Europe's climate data service. October was 0.4 degrees Celsius
08:18 hotter than 2019's previous record for the month and follows a record-setting trend over
08:23 the summer. The real-life impacts of climate change are already being felt, with a fall
08:28 in olive oil production among the most conspicuous effects on agriculture.
08:33 Separately, a new UN report reveals that in the coming years, major oil, gas and coal-producing
08:40 countries plan to extract more than double the amount of fossil fuels recommended by
08:45 the Paris Climate Accord. The groundbreaking agreement seeks to keep global temperature
08:50 rises below 1.5 degrees Celsius. The study says governments plan to produce 110% more
08:57 fossil fuels than required to stay within that limit.
09:04 Last weekend's heavy snowfall has been welcomed by many in the Alps. It means some ski resorts
09:12 are already turning into winter wonderlands. More than 60 centimeters of snow fell at an
09:18 altitude of 2,400 meters, building up a base layer of snow and kick-starting the season.
09:25 "It's nice, especially because there's been less snow in recent years. It's nice to
