00:26 Congressman, what are the proposed laws that will help the sports and Filipino athletes?
00:36 What we're trying to work on now, because when the PSC budget came out from the DUN,
00:45 we're trying to help out the Philippine Sports Commission to put their capital outlay in the budget.
00:52 When it was reported to Congress, the capital outlay was zero.
00:56 The capital outlay funds are used for repair and maintenance of facilities.
01:03 Without the budget for capital outlay, they cannot repair their facilities.
01:10 So that is what we're trying to do.
01:12 We're hoping that they will notice and put a budget so that when the BICOM comes,
01:19 the Philippine Sports Commission will have a capital outlay.
01:23 Because now, there are about 70 plus sports already that are being helped by sports associations and PSC.
01:34 Aside from that, their mandate is to help at the grassroots level.
01:39 The President is right that they should work together with the PAG Corps.
01:44 Before, 5 percent of the gross of the PAG Corps goes to the Philippine Sports Commission.
01:51 But now, it's 2.4 percent.
01:53 If the 5 percent of the PAG Corps will go back to the PSC, it will be a big help for our athletes
02:01 to use in competitions and to buy equipment.
02:05 Cong. Richard, this is House Bill 8495, Strengthening Local Sports Programs to Develop Young Athletes.
02:13 There are three program funds. Can you explain the three program funds?
02:18 Which one? Which one?
02:21 House Bill 8495, sir.
02:23 The Strengthening Local Sports Program to Develop Young Athletes.
02:30 The Strengthening Local Sports Program.
02:33 There are many sources of funds that can be obtained.
02:36 It can come from the LGU, it can come from the PAG Corps, it can come from the national government through the PSC.
02:43 All of these are for financial assistance and they are being helped.
02:50 Our national athletes, the funding from the Philippine Sports Commission,
02:56 they are given monthly stipend when they are on the national team.
03:00 When they go to other countries to compete, it is the PSC who takes care of that.
03:05 Now, on the local level, the LGU has sports funding.
03:13 They can help. But I'm looking for my final bill.
03:20 What I want to happen to the sports program on the local level is that the LGU should be mandated
03:28 to set aside 1 percent of their national tax allocation.
03:36 All of that 1 percent should be allocated to sports programs.
03:41 It's like a disaster fund. They have a 5 percent that is used as a disaster fund.
03:48 That's what I want to happen to the sports program.
03:52 All LGUs in the country have a sports program and they have a ready fund to use.
03:59 Okay. Congressman, is this connected to the Philippine National Games bill?
04:06 What is your update on this proposal?
04:10 The Philippine National Games, I filed it last year in the hope that we can institutionalize it.
04:21 That was not started during the time of President Ramos when we were young.
04:26 I was still an athlete then. I experienced that.
04:29 I asked the Philippine National Games. It depends on the current administrator and they are activating it.
04:37 So I'm happy that this year or next year, the Philippine Sports Commission is going to activate the Philippine National Games.
04:44 The Philippine National Games is an LGU-based sports program.
04:49 The country is playing a depth-ed based sports program.
04:57 So with the Philippine National Games, when we made this law, our counterpart in the Senate is Senator Bong Go.
05:08 I told him about this and if they can push it, I also told Senate President Miguel Zubiri.
05:13 They said they will push it. So I'm really waiting.
05:19 Before we go back to Congress next week, we have news that it's already running in the Senate.
05:28 This is a big deal for the Philippine National Games.
05:32 LGU will be asked to set up their own sports program and it will be played all over the country.
05:42 So the competition in the Philippine National Games will be national.
05:46 Sir, how can we help strengthen the traditional sports in the youth?
05:51 This House Bill No. 8466, the Philippine Indigenous Games Preservation Act.
05:57 The Philippine Indigenous Preservation Act is focused not only on indigenous sports but also on indigenous activities.
06:08 The House will help in this and the committee will help in the implementation of the program.
06:22 You know, there are many sports programs in the country that we need to help.
06:29 We need to work together with government agencies to help. Although there are new sports programs,
06:38 we should not forget our traditions, our indigenous.
06:41 What are the traditions of the sports programs?
06:44 First, what is indigenous to us? Sipa, pipo, and the games that were introduced, we are giving focus on that.
06:59 That's why it's a big deal for the local government units to implement this and they will also teach the national government
07:07 to implement and continue to show the kids the old games.
07:13 That's good, Congressman, to promote our traditional games so that our Filipino identity will be alive.
07:23 Now, we will go to another national sport of our countrymen, the basketball.
07:32 What is the purpose of declaring April as National Basketball Month,
07:38 which is included in House Bill 8268 and what is its status now?
07:45 I think the spirit behind the creation of April, the Philippine Basketball Day,
07:54 is because it's summer and there are many leagues that start in the summer.
08:00 When we were kids, remember, we played basketball and volleyball in the summer.
08:04 It's a summer sport. I think that's the spirit behind that, although I was not an author of that.
08:10 But what I can say is that, basketball is a very popular sport in the Philippines.
08:19 We're very happy that there's a lot of support from private corporations and private sector.
08:28 If it's only the government, if it's only the Philippine sports, it's hard to support a basketball team as big as that,
08:36 that can compete in the Asian Games. That's being supported by the manpangilinan group of companies,
08:44 especially Smart and PNBP. They are putting a lot of funds there.
08:49 In fact, the fund that the private corporations are putting in basketball alone, that can already power
08:57 around 20 NSAs in the whole Philippines. That's how big the budget is that PNBP is helping Smart in basketball.
09:09 That's why they're very fortunate and very lucky that there is a manpangilinan who is behind basketball.
09:15 Sir you are also one of the authors of House Bill No. 8390 that will help establish the Philippine Sports Training Center.
09:24 What are the details and updates on this? Last night, the President mentioned that we will have an academy for athletes
09:33 that will convert the ones in Clark.
09:36 Yes. Clark did that for the Southeast Asian Games, except that it is under the, if I'm not mistaken, under the BCDA.
09:48 It's a separate government entity. The President wants to have a memorandum of agreement between Clark Development
09:58 and the Philippine Sports Commission so that the existing facilities in Clark can be used.
10:04 Because there is a world-class track and field, world-class swimming pool and other facilities there.
10:11 If not used, it will be blocked. If you will be the second home of the national athletes in the training venue,
10:19 it will be very helpful for the Philippine athletes.
10:26 Okay Congressman, based on what we have discussed in the bills, how will you push the Philippine Sports Commission's
10:36 budget for the next year? What are the updates on this and how important is this to the sports sector of the country?
10:44 If you will ask me, I think the proposed budget from the DBM is not enough.
10:52 So the Congress and Senate have a big task to increase their budget.
10:57 That's why it's important to push this to the BICAM. If we really want to have a strong, sturdy and good future for the Philippine sports,
11:08 under the Philippine Sports Commission and under the Philippine Olympic Committee,
11:11 the Philippine sports should be given a bigger budget.
11:15 Because you know, the truth is, a big budget is needed to run a good sports program.
11:23 It's not funny to run a sports program when the government only has a small amount of funds.
11:30 Number one, you need to give allowance to the athletes so they can use money for their massage,
11:38 aside from going to school. Then you need to buy... especially if it's a government-funded program.
11:46 Then you need sports facilities that are maintained by the sports commission.
11:52 Then you will hire coaches and sometimes we need to raise the standard to hire foreign coaches.
11:58 Then of course, the athletes need to have a strong exposure.
12:03 So they have monthly competitions, or they have training abroad, or they have competitions abroad.
12:11 So all of this, when you combine it, you need a lot of funds for sports.
12:17 Sir, last night, you were also there at the event, the night of Parangal, and you thanked the Filipino athletes.
12:25 What can you say as a former athlete, that now there is something like that, that our athletes are now being rewarded,
12:34 that they are able to get their medals back?
12:36 Yes, that's a big incentive for the athletes to receive a reward from the government.
12:45 This is our way of saying thanks and giving thanks to our athletes for performing well and bringing medals to their country.

14:51 Or that they like to play football.
14:53 And then slowly, you bring them to a sport that will be of interest to them.
14:58 If they like to ride a bicycle, bring them to a playground.
15:02 Or borrow a bicycle until they learn to ride a bike.
15:05 Maybe they'll learn to do road race, mountain bike, or BMX.
15:12 And then you see the parents need to see the signs, the signals that the child gives to the parents.
15:18 And then, this opportunity, if they can join a sport activity,
15:22 the support of the parents is really a big thing.
15:26 They're there, they're helping their child, they're giving nutrition to their child.
15:31 They're encouraging their child to play.
15:34 And then, when the child is in the team, they're encouraged.
15:39 Play well, play well with your teammates, and fight hard.
15:43 Those are the signs that we need to get from our parents.
15:47 Eventually, when we see our children enjoying themselves,
15:51 even if you let them be, they'll still want to play.
