00:00 The five government agencies, including the Office of the Vice President and the Education Department, have already removed confidential funds.
00:07 But there are still confidential funds left in some civilian agencies that, according to the Committee of the Camera, need to be removed.
00:15 Sandra Aguinaldo was the one who pointed it out.
00:21 After the Committee of the Camera approved the 2024 National Budget, the Office of the Vice President, Department of Education, Department of Information and Communications Technology, Department of Agriculture, and Department of Foreign Affairs announced the removal of the requested confidential fund.
00:44 The DepEd was not removed because it was the one who removed the 150 million confidential fund, which was replaced by 150 million pesos for government assistance to students and teachers in private education.
00:59 Other agencies were also accepted.
01:03 Instead of confidential funds, the following agencies will receive the following amounts for MOOE.
01:09 30 million pesos for the Bureau of Fisheries and Aquatic Resources, 25 million pesos for DICT, 30 million pesos for DFA, 50 million pesos for the Office of the Ombudsman, and 150 million pesos for DepEd's government assistance to students and teachers in private education.
01:32 According to the Committee, these funds will be audited more strictly if they are not considered confidential funds.
01:40 If there is no need to conduct surveillance and MOOE can be used, which means that the expenses are auditable, we will infer that the expenses are like that.
01:58 We are asking for the reaction of the agencies that removed the confidential fund.
02:04 But in the budget, there are still confidential funds left in the civilian agencies.
02:10 With 4.8 billion pesos requested, only 1.2 billion pesos were removed or transferred.
02:17 The Committee explained that other agencies or agencies really need confidential funds.
02:23 We have agencies like DOJ whose mandate is that they really need confidential funds.
02:33 The confidential funds removed from their government were transferred to agencies or offices that have affiliations in the West Philippine Sea.
02:41 We're putting up 3 billion for the expansion of the runway for the jets to land because as of now, we're also putting up the schools because the typhoon destroyed them.
02:51 The total change in the 2024 national budget reached 194 billion pesos.
02:59 This includes the transfer of funds to address the high price of rice.
03:04 That's why 20 billion pesos were transferred to the Department of Agriculture Rice Subsidy Program and 40 billion pesos to the National Irrigation Administration.
03:14 There are also additional funds for various agricultural and fishing projects.
03:21 The funds were also transferred to DOH, UPPGH, DSWD, DOLE, TESDA, SHED, and others.
03:27 The Kamaranas are hoping that on October 25, they will be able to pass House Bill 8980 or the 5.768 trillion pesos national budget to the Senate.
03:39 For GMA Integrated News, Sandra Aguinaldo, KTL 24 Hours.
