01:03 A 15-point winter action plan.
01:05 The first point is that we have identified 13 hotspots where pollution is high.
01:12 A special action plan has been made for each hotspot.
01:16 A war room has been made for it.
01:18 13 special teams have been made.
01:20 And there, to keep the pollution down, a special focus will be made.
01:27 To reduce the burning of firewood in Delhi,
01:29 we are using PUSA's bio-decomposer.
01:32 We have been using it for the past three years.
01:34 The results are very good.
01:36 Last year, we used a bio-decomposer in 4400 acres.
01:41 This year, we will use a bio-decomposer in 5000 acres.
01:45 We have taken many steps to reduce dust pollution.
01:51 These construction sites have been made for special teams to keep a watch on them.
01:57 There are 591 teams.
02:00 To control the dust from more than 500 square meters,
02:06 they will have to register on the web portal.
02:09 And if there is a construction site of more than 5000 square meters,
02:14 they will have to install an anti-smog gun.
02:18 The roads are also being cleaned.
02:21 82 mechanical road sweeping machines have been installed.
02:25 530 water sprinkling machines have been installed.
02:29 And 258 anti-smog guns will be installed on the roads during winter.
02:34 To control the pollution from vehicles,
02:38 we will have to check the PUC certificates.
02:44 And for the compliance of the ban,
02:48 385 teams of diesel and petrol vehicles have been assembled.
02:54 In congested areas, where there is a lot of traffic,
02:58 the vehicles stop and pollute the roads.
03:03 90 such roads have been identified.
03:06 Alternate routes will be provided.
03:10 To avoid this, you can leave the road.
03:14 There is a ban on burning waste in open areas.
03:17 611 teams have been assembled to keep a watch on it.
03:21 As I said, 1727 industrial units are registered,
03:28 which are now using PNG, non-polluting fuel.
03:32 To keep a watch on it, 66 teams have been assembled.
03:37 A green war room has been built,
03:40 which will be used to keep a watch on it.
03:43 The Green Delhi app was launched 3 years ago.
03:48 It was a successful response.
03:51 It has received 70,000 complaints.
03:54 Out of which, 90%, 63,000 have been resolved.
03:59 We will appeal to the people of Delhi
04:02 to download the Green Delhi app on Android and iOS.
04:06 If you see any pollution activity in Delhi,
04:11 please send it to this app.
04:13 We will take action on it.
04:15 Real-time source apportionment study
04:18 is being conducted with IIT Delhi and DPCC.
04:22 A super site has been built in Sarvodaya, Rao's Avenue.
04:26 We will be able to take action in a focused manner
04:32 in the area of the green cover.
04:36 This year, a ban has been imposed on firecrackers.
04:40 To increase the green cover,
04:43 more than 1 crore new plants will be planted.
04:46 Out of which, 52 lakh plants will be planted by the Delhi government.
04:49 For eco-waste and e-waste,
04:51 a e-waste park is being built on 20 acres of land in Holambikala.
04:57 Consultants have been appointed to increase the speed of the process.
05:02 A public awareness campaign will be launched
05:05 which will include campaigns like 'Run Against Pollution',
05:08 'Red Light On', 'Gaadi Off'.
05:12 Pollution does not set boundaries.
05:15 The air from Haryana comes to Delhi,
05:17 and the air from Delhi goes to UP.
05:20 So, together with all the states around us,
05:24 we are trying to reduce pollution.
05:28 The Central Science and Environment Centre
05:32 shows that pollution in Delhi
05:36 is due to 31% of Delhi's internal sources
05:40 and 69% of the pollution is due to external sources.
05:44 We appeal to the states around us
05:48 to put all the vehicles that go to Delhi on CNG.
05:53 Polluting fuel industries should be shifted to PNG in the surrounding areas of Delhi.
06:01 The brick-laying industry should shift to a zig-zag technique
06:05 which does not pollute.
06:08 If there is 24-hour electricity in NCR,
06:11 then diesel generators will not be needed.
06:14 There should be a complete ban on firecrackers in NCR.
06:19 The GRAP will be implemented with full force.
06:25 The GRAP will be implemented by the Central Government
06:29 and other agencies after three days.
06:34 The GRAP will be implemented on the basis of forecasts
06:39 so that pollution can be controlled in advance.
