00:00 The plan is to hold a new diplomatic protest by the Department of Foreign Affairs against China
00:06 and because of the floating barrier placed by them in the Bajo de Masinloc,
00:09 which is the center of our exclusive economic zone.
00:13 If a senator can do it, he should call the Chinese ambassador and make it clear.
00:19 That's the first news of Raffy Timba.
00:26 The placement of the floating barrier in the Bajo de Masinloc this Wednesday
00:31 is not the first time it happened.
00:33 According to National Security Advisor Eduardo Año,
00:36 China has placed a floating chain before
00:39 after a few months of standoff in the Bajo de Masinloc in 2012.
00:43 They placed floating barriers there like a chain.
00:45 Those are the initials that they don't want to bring our vessels near.
00:50 And then for a while, they removed it.
00:53 So now, it's the same again.
00:55 Now, the floating barrier placed by China in the Bajo de Masinloc has been removed
01:00 and the floating chain has been removed so it can no longer be used.
01:03 The government also condemned the blocking of the China Coast Guard's boat
01:07 in a fishing village in Pinoy Roon.
01:09 We saw that our fishing village was almost hit by a boat.
01:13 So what will happen if it's hit?
01:15 Then our fishing village's life will be in danger.
01:19 We are calling on the Chinese government to give instructions to their coast guards
01:25 to avoid such a situation.
01:27 Even though the BRP Datu Bangkaw of BIFAR followed the CCG while patrolling the Bajo de Masinloc
01:33 that was brought home from the standoff at a distance of 30 to 50 meters.
01:37 This is how strict the China Coast Guard's surveillance is here in the Scarborough Shoal.
01:41 We were able to get a little closer here
01:43 when we were chased by the Chinese Coast Guard
01:46 and it was accompanied by two China Coast Guards and a Chinese militia.
01:52 Bajo de Masinloc is part of the town of Masinloc, Zambales
01:57 and it also includes our exclusive economic zone.
01:59 But despite this, the gate of China in the Philippines, after it was removed by the blockade,
02:04 will not be opened or will not be in trouble.
02:07 But the position of the DFA, even if there are some senators,
02:10 the placement of the barrier is illegal.
02:12 The DFA plans to eat the protest.
02:15 Any obstacle or any kind of harassment is not in accordance with UNCLOS
02:21 and the rights that the countries have with respect to the EEZ.
02:24 If there is someone who has the right to place obstacles there, maybe it's us.
02:28 But we will not do that because of the second part of the ruling
02:31 that we should allow also fisher folk from other countries to fish in the area.
02:39 But Senator Bato de la Rosa is tired of the diplomatic protest.
02:43 Can Chinese Ambassador Huang Zilian explain why China is doing this?
02:49 We'll also probably ask our embassy in Beijing to go to the Chinese Foreign Ministry.
02:55 We are sick and tired of all these diplomatic protests.
02:59 Secretary of Foreign Affairs, call that diplomat, that ambassador,
03:07 tell him I'm drunk.
03:09 He's the one who's being discounted.
03:11 Another complaint of de la Rosa is that the DFA should give confidential funds.
03:15 But the DFA said they are not asking for confidential funds.
03:19 The Philippines is now campaigning to become a non-permanent member of the UN Security Council.
03:24 There are countries that are already expressing their support.
03:27 If we're on the council, we will have a voice in these issues, global issues.
03:33 Our aim is to try and manage our disputes with China through the rule of law and international law.
03:38 This is the first news. Rafi Tima for GMA Integrated News.
