00:18 11 days.
00:20 The House of Representatives passes a bill seeking to reform the military and uniformed
00:24 personnel pension system.
00:26 Concurrent Agriculture Chief President Marcos and the Agriculture Department do not support
00:31 the zero tariff plan for rice imports.
00:33 The chief of the Office of Transportation Security responds to a call for his resignation.
00:39 Kabataan Party List Representative Raul Manuel questions President Marcos' international
00:43 travel expenses.
00:45 Olympian Carlo Paalam and Filipina skateboarder Marjolin Didal stun in the 2023 Asian Games.
00:52 And GILAS Pilipinas claims its first win in the 2023 Asian Games against Bahrain.
00:59 Opposition Senator Isa Monteveros joins those asking Vice President Sara Duterte to explain
01:04 how her office used up its P125 million in confidential funds in just 11 days.
01:10 "What kind of magic did they use to spend P125 million in just 11 days?
01:20 P11 million pesos per day?
01:23 That's not money!"
01:26 Monteveros stresses confidential funds can only be used for surveillance activities of
01:30 civilian agencies.
01:32 She contrasts the OVP's "spending spree" with how the Philippine Coast Guard has managed
01:37 its own confidential funds.
01:38 "Our Coast Guard in the West Philippine Sea is monitoring the Chinese's spending every
01:45 day.
01:46 For 15 years, they have used P117 million in confidential funds."
01:51 There has been no clear explanation from Duterte how her office used the P125 million.
01:59 The House of Representatives passes on final reading a bill seeking to reform the country's
02:04 ballooning pension system for military and uniformed personnel.
02:08 272 lawmakers vote to pass the MUP Pension System Act, with four House members opposing
02:14 the measure while one other abstained from the vote.
02:17 House Bill No. 8969 seeks to address perennial issues concerning the current pension system,
02:22 which has strained government finances over the years.
02:25 But the approved measure is a watered-down version.
02:28 The original proposal sought to include present retirees and active uniformed personnel in
02:33 reforms.
02:34 The approved bill will be transmitted to the Senate, where three similar proposed measures
02:38 are pending at the committee level.
02:42 The Department of Agriculture disagrees with the Department of Finance's proposal to remove
02:46 tariffs on rice imports.
02:48 Concurrent Agriculture Chief President Ferdinand Marcos, Jr. sides with the Agriculture Department.
02:53 The Finance Department says the zero-tariff plan will help reduce the price of rice.
02:58 This comes after Marcos' much-contested executive order imposing a price cap on regular and
03:03 well-milled rice.
03:05 During the House plenary debates, Gabriela Rep. Arlene Brosa says the zero-tariff plan
03:10 will have negative implications on farmers, who already experience delays in getting cash
03:14 assistance from excess tariff revenues.
03:19 Tabataan Rep. Raul Manuel questions the travel spending of the jet-setting President Ferdinand
03:24 Marcos, Jr. and seeks the "return on investment for these trips shouldered by Filipino taxpayers."
03:30 At the hearing for the Office of the President's proposed 2024 budget, Manuel points out Marcos'
03:35 two Singapore trips as president, in October 2022 and September 2023, primarily for the
03:41 Formula One race.
03:42 "The rate of investments in the country is higher.
03:43 The pandemic is no emergency compared to now, Mr. Speaker.
03:44 This implies that the main reason why the Philippines is traveling is not the attraction
03:45 of the FDIs.
03:46 The Filipino people should not pay for the revenge travel of our top officials."
04:03 Marcos traveled a lot in his first six months of office.
04:07 In 2022, a year split between the Rodrigo Duterte and Marcos administrations, the Commission
04:12 on Audit reports the OP spent 1,095 percent more on travel than in 2021.
04:18 For 2024, the OP is asking for over P1.4 billion to both travel abroad and host visiting dignitaries.
04:27 Mau Aplaska, administrator of the Office of Transportation Security, resigns from his
04:32 post following House Speaker Marta Rumbaldez's demand that he leave.
04:36 This after Aplaska earlier said he will not step down despite Rumbaldez's call.
04:41 The speaker's resignation demand comes following a scandal involving a security personnel at
04:45 the Ninoy Aquino International Airport who was caught on surveillance camera swallowing
04:50 a wad of US$300 worth of bills.
04:53 In a letter addressed to President Ferdinand Marcos Jr., Aplaska says his resignation is
04:58 a "noble undertaking for a greater interest."
05:01 This after Rumbaldez threatened to derail the OTS' 2024 budget.
05:06 He adds he has "done nothing wrong" and reiterates the OTS' commitment to fulfilling its mandate.
05:14 Olympic silver medalist Carlo Paalam rolls through the first round of the 19th Asian
05:18 Games Boxing Preliminaries at Hangzhou, China.
05:22 He gets a unanimous decision win over Jordan's Mohamed Abou Djadje on Tuesday, September
05:27 26.
05:28 Paalam is making his 57-kilogram weight class debut in the Asian Games.
05:32 Meantime, Filipina skateboarding sensation Marjolaine Dedal qualifies for an Asian Games
05:37 title defense.
05:39 She places sixth in the Women's Street category as Chinese home bets rocket to the lead.
05:43 Dedal will have to hurdle China's home court advantage if she wants to retain her Asian
05:47 Games gold medal in the final round on Wednesday, September 27 at 10 a.m.
05:54 Gilles Pilipinas fights a tentative start and cruises to an 89-61 win over Bahrain for
05:59 a rousing start in the Asian Games at the Hangzhou Olympic Sports Center Gymnasium in
06:04 China.
06:05 Justin Brownlee turns in a 20.10-rebound double-double.
06:09 Ansh Kwame dominates in the second quarter where he scattered 10 of his 15 points.
06:13 CJ Perez and Calvin Oftana also score in double figures as the Philippines opens in style
06:19 its bit of winning an Asian Games basketball medal for the first time since 1998.
06:24 Gilles Pilipinas will go up against PBA best import Rondae Hollis Jefferson and Jordan
06:29 on Thursday, September 28.
