00:00 I support the women's reservation bill, but this government, when will this government
00:06 know or learn that this is a parliamentary democracy and this is not an army commando
00:13 operation?
00:15 In an army commando operation, you need secrecy, you need surprise, you need stealth.
00:20 In a parliamentary democracy, you don't.
00:23 You need cooperation, you need sharing.
00:27 Why do you bring this special session parliamentary bulletin, no agenda, the agenda will be added
00:33 later?
00:34 Two, why do you have an all-party meeting on Sunday and don't mention a word about this
00:39 bill?
00:41 Why do you have a cabinet meeting and this morning we are given four hours time to submit
00:46 amendments?
00:47 Sir, honestly, I appeal to them, such parliamentary democracy with such secrecy hurts a democracy.
00:57 We know why it is being done and the last three days, one man's story is being told,
01:04 fair enough.
01:06 Today, I want to begin with a quote which everyone can own today.
01:12 Quote, "Sir, we want the women's bill to be introduced.
01:15 We want nothing short of the women's bill.
01:17 We want a specific date.
01:19 We want an assurance that the women's bill is brought.
01:22 This is a matter of shame that it hasn't been brought.
01:24 We want a specific time frame."
01:25 Unquote.
01:27 This is very nice today.
01:28 This was said by somebody in the Lok Sabha on the 14th of July, 1998.
01:35 It was a woman MP.
01:37 Today, she is the three-time chief minister of Bengal.
01:43 She is the founder chairperson of the Trinamool Congress.
01:47 Answer, she has already got 40% of her women MPs already in the Lok Sabha.
01:57 From 14th of July, 1998, let this woman's story be told.
02:04 In 2006, a 26-day hunger strike, no reservation, struggling and fighting for her rights as
02:12 a woman.
02:16 In 2014, setting a record because the bill didn't get passed.
02:21 So what did she do?
02:22 She gave 41% tickets in the Lok Sabha to women MPs.
02:31 The BJP president, the first speaker, was saying, "This is the shortest way to bring
02:35 parliament, women to parliament."
02:38 No, sir, this is not the shortest way.
02:40 You didn't need the bill.
02:42 Bring them, show us, and bring them to parliament.
02:49 Now you come to the life of this woman.
02:53 2019, she sets a record.
02:57 Not only does she give 40% women tickets, 39% women Lok Sabha MPs are already sitting
03:06 in the Lok Sabha.
03:08 Why do I say this?
03:10 It is one thing to give the women tickets.
03:12 It's another thing to make sure you give them tickets which are winnable.
03:20 One man's story, sir, we've heard.
03:23 One woman's story needs to be told today in this new parliament building.
03:29 I'll tell you more.
03:31 My last date, 2021, assembly elections in Bengal.
03:38 The men came with money, with media, with muscle power, with misogyny, and mocked her.
03:47 "Didi, oh didi."
03:52 You even tried to smash and you broke her foot, smashed it to injure her.
03:59 Yes, she gave you the answer truly like a woman.
04:03 Softly, softly.
04:10 When I talk about Mr. Modi and Mr. Shah, I get under their skin, I know.
04:15 Sir, the woman answered a how, the women didn't answer.
04:19 The people of Bengal in India provided the answer.
04:26 And after the election, what happened?
04:31 The health minister of Bengal, the finance minister of Bengal, the land minister, the
04:37 industry minister, the commerce ministry are all headed by women.
04:45 You couldn't find one woman in your 16 chief ministers to make a chief minister and you're
04:50 coming and telling us what to do about women.
04:53 Take some of our advice.
04:54 Now we'll give you like how we gave you in 1998.
04:58 You're trying to implement in 2045 or whatever.
05:02 Listen to two pieces of advice from us and take it in good spirit because women, at least
05:09 my chairperson has a vision which I look up to.
05:11 So here's one suggestion.
05:16 If you're so keen and now it's past 2 p.m. already, so nobody can submit any amendments,
05:23 as we are all saying, the Congress party, the Trinamool, the DMK, the ARP, all of us,
05:29 we India, we are saying bring this in 2024.
05:35 So all you need to do to bring this in 2024 is remove 334A from your existing bill.
05:44 Bring it, we'll start in 2024.
05:47 If you're finding that difficult to do, here's another solution.
05:52 At least try.
05:54 2024, an open challenge from my party.
05:58 You bring one third of women elected from your party and show us.
06:02 Bring, bring and show us.
06:05 I guarantee you, we will bring one third of women with your bill, without your bill.
