00:00 I have absolutely no qualm alongside the Welsh Conservatives having 20 mph where it's needed.

00:24 mph is allowed, but the amount of hoops of fire that councils have to go through to retain

00:34 be from different parties, but he spoke a lot of sense in his segment.
