00:00 The House Committee on Appropriations has approved the 10.7 billion pesos budget requested by the Office of the President for 2024.
00:08 This includes the 4.5 billion pesos in confidential and intelligence funds.
00:14 We have first the news from Sandra Aquinaldo.
00:16 Like the budget of the Office of the Vice President,
00:22 the 10.7 billion pesos budget of the Office of the President was also approved by the Committee on Appropriations.
00:30 No congressman was able to ask about the budget of the office of President Bongbong Marcos
00:37 which includes the 4.5 billion pesos in confidential and intelligence funds.
00:43 As part of a long-standing tradition and practice of the House of Representatives
00:48 and the Committee on the Appropriations to extend parliamentary courtesy of the Office of the President.
00:55 Mr. Chairman, may I move that we terminate the budget hearing of the Office of the President.
01:01 I second Madam.
01:02 The minority immediately objected.
01:04 They were also convinced to allow their participation in the hearing.
01:09 But they were surprised when Davao City Representative Isidro Ungab asked for the approval of the O.P.
01:17 The objection has been withdrawn and therefore the motion to terminate the budget briefing of the Office of the President is hereby approved.
01:28 No Madam Chair, we are reloading the deliberations.
01:32 Again, we should give members the right and the time to pursue their objections.
01:37 Let us just have some order in the House please.
01:41 So at the point that the objection was withdrawn, then automatically the motion to terminate the budget briefing was carried.
01:52 One of the opposition's priorities is the confidential and intelligence fund of the Office of the President.
01:58 The more than 4.5 billion confidential and intelligence funds are just a part of the more than 1 trillion funds
02:07 that the President will control in the next year.
02:11 We are making money from the Presidential Fund for the Filipino people.
02:14 The Congress is doing a big deal in the national budget because a part of the funds are from the budget paid by the people.
02:23 In this process, there are agencies that can be added or reduced in the budget.
02:29 The Commission on Human Rights also agreed and asked for 1.9 billion pesos in funds
02:36 but only more than P976 million pesos were allocated in the budget.
02:42 Some congressmen expressed their support for this addition.
02:46 We have the mandate to protect, prevent, violate and promote human rights.
02:54 Among the most important mandate of the Commission is to investigate human rights violations.
03:03 Representative Edsel Agman asked what the CHR did to fulfill its promise of coordination with the International Criminal Court or ICC
03:13 in connection with the bloody war on drugs of former President Rodrigo Duterte.
03:18 Have you communicated with the ICC or their prosecutors with respect to the data you have gathered in your investigation?
03:28 No, Your Honor. Not yet.
03:31 Have you communicated to the ICC your intent to cooperate with the investigation?
03:39 No, Your Honor. Not yet.
03:41 Have you communicated with the Department of Justice your intention to cooperate with the ICC with respect to this drug war?
03:49 No, Your Honor.
03:51 In other words, your statement was a soundbite, a press release for media and you have not really communicated to the affected agencies.
04:03 Well, it's not a soundbite, Your Honor. It was a response to a question provided or given by media men.
04:11 The CHR chairman promised that it will cooperate with the ICC and other agencies in its effort to cooperate.
04:20 This is the first news. Sandra Aguinaldo for GMA Integrated News.
