London has expanded its emissions charge zone to cover the entire city, targeting vehicles that do not meet standards with a daily fee.

00:00 The UK capital's plan to reduce pollution from vehicles, known as the ultra-low emission zone,
00:06 has been enlarged to cover all of Greater London.
00:08 Most petrol vehicles built before 2006 and pre-2015 diesel cars
00:13 are now charged £12.50 a day for driving into the zone in which 9 million people live.
00:19 For too long the poorest Londoners have been impacted by mass car dominance,
00:24 where cars have been put right at the very top of policy infrastructure
00:29 and this is a way of starting to roll back.
00:31 We know by 2030 we need to reduce our car use by at least 25%
00:36 and ULES is just one small step to help us get there.
00:40 But not everyone is impressed with the expansion.
00:43 So going forward I'm not earning any money to be able to pay the charges to be able to go to uni.
00:51 I will not be able to go to work because of the ULES charges.
00:55 I will not be able to travel to my doctors at Brompton Hospital
00:59 because immediately as soon as I leave my house I have to spend £12.50 for ULES
01:03 and another £15 for congestion charge.
01:05 Political observers say the decision to expand the zone in an era of high inflation
01:10 could make it a crucial issue in next year's London mayoral election.
