Over 60 Kiambu MCAs have called out on Governor Kimani Wamatangi accusing him of working as a one-man show which has hampered the implementation of development in their respective wards.

01:22 On the other side, as you're all aware, the chief officers are accounting officers.
01:27 They're the ones in charge of the public finance management, and
01:31 they're the ones who are in charge of the human resource management.
01:36 So our chief officers are getting one month contract.
01:40 Every month they get a contract, every month a contract.
01:44 So it means our chief officers,
01:47 our county officers in Kiambu County are acting as casuals.
01:51 The CC Rhodes resigned, was not able to work with the governor.
01:56 He resigned and went home.
01:58 The CC education resigned and went home.
02:02 The person who is acting, the CC Rhodes, used to be there during Waitito's time.
02:08 This assembly has not vetted that person.
02:11 The issue of Rhodes is very dire in our county.
02:15 And the governor doesn't have a CC who is competent.
02:18 So today we're asking the governor, can you give us CCs who are working so
02:22 that we can be able to deliver our services to the people at machinery level.
02:27 And we're also asking you to stop victimizing the casual workers who
02:32 are there during Waitito's time and the casual workers who are there during
02:37 Nyoro's time.

02:42 their engagements.
02:45 Governor, you cannot continue to play football politics with our casual workers.
02:52 We are very serious and we are not taking it lightly.
02:54 Our work is oversight.
02:56 Everyone who's employed in Kiambu need to have the best contract so
03:00 that our people can enjoy our services.
03:03 So we are all in a quagmire.
03:05 Governor, can you give our casual workers the respect they deserve?
03:09 >> That one, we've had an illegality of having chief officers operating without
03:14 being vetted by this county assembly.
03:17 And actually we are challenging the office of the auditor general to audit this issue.
03:23 And if need be, people must be surcharged for getting monies illegally.
03:28 Because this house is mandated to vet the chief officers before they are appointed.
03:34 We also have the small matter of the chief of the CCM Rhodes.
03:39 As we all know, this house vetted Waziris, and
03:44 three of them have resigned.
03:46 And at an acting capacity, the CC Rhodes was never vetted by this house.
03:53 And again, we are inviting the relevant, and we've written to the relevant bodies or
03:59 arms of government to investigate this matter.
04:01 And again, if need be, this is an illegality and people must be surcharged.
04:07 Because in Kiambu, we are no longer contracting people to do our roads.
04:11 It is being done in-house, and the procurement is questionable.
04:15 There is no transparency as far as hiring of equipment is concerned,
04:21 as far as distribution of materials is concerned.
04:24 So again, we are saying that these illegalities must stop.
