After Prime Minister Narendra Modi criticized opposition parties for corruption during his Independence Day speech, the Congress party responded by highlighting irregularities mentioned in Comptroller and Auditor General (CAG) reports. Supriya Shrinate, Congress chairperson for social media and digital platforms, held a press conference listing seven instances where the CAG had identified cost escalation and misuse of public funds. She demanded accountability and investigation into these cases, attributing responsibility to Prime Minister Modi. The examples included instances like inflated costs and flawed processes in the Bharatmala project and Dwarka Expressway construction. The CAG had also found incorrect toll collections at certain toll plazas, and flagged issues in the Ayushman Bharat scheme where beneficiaries were registered with a single mobile number and claims were made in the names of deceased individuals. Shrinate also referred to CAG reports about losses incurred due to faulty engine design at Hindustan Aeronautics Limited, irregularities in the Ayodhya Development project, and misappropriation of pension funds for the Swachh Bharat Mission. She criticized the media's silence on these matters and emphasized the Prime Minister's lack of response to the CAG revelations.

00:00 In the last few days, what one has seen are not one, not two, not three, but seven such
00:07 cases that the CAG has brought to light.
00:10 India's chief auditor has brought to light which smacks of rampant corruption in this
00:15 government which scam after scam is being unearthed right under Mr. Modi's nose, but
00:23 Mr. Modi chooses to keep quiet.
00:25 He may call them anti-national, he may jail them, he may even raid them.
00:28 But the reality is that it starts from the Bharat Mala project where the cost of construction
00:33 has doubled from 15.37 crore per kilometer to over 32 crore per kilometer.
00:40 Not just this, the tender process was flawed.
00:44 There was never a detailed project report that was submitted.
00:48 Money to the tune of 3500 crore rupees was diverted from the escrow account.
00:53 And more than anything else, safety consultants were not appointed.
00:57 So you are responsible if you are traveling on any of those roads, not the government
01:01 of India.
01:02 The Dwarka Expressway, and this is the second such scam that has come to light, the construction
01:07 cost went up from 18 crore per kilometer to 250 crore per kilometer.
01:14 To construct two kilometers of the Dwarka Expressway, a mangal yaan could have gone.
01:19 500 crores is what it took.
01:23 The NHAI has looted common citizens of this country to the tune of 132 crore only when
01:30 five toll plazas were audited.
01:33 Imagine if every toll plaza in this country is audited, what would the tune of the scam
01:39 be?
01:40 132 crore scam across just five toll plazas.
01:45 Because of concession agreements, there's another hit of about 135 crore to the exchequer.
01:50 The Ayushman Bharat scheme that the Prime Minister keeps talking about, the fourth such
01:54 scheme that we'll talk about, seven and a half lakh beneficiaries registered with one
01:59 phone number.
02:00 But that's not all.
02:01 Over 88,000 such patients who died during the treatment, fresh claims were issued, payments
02:11 were made in their name.
02:13 Who did that money go to?
02:14 That's the big question.
02:15 The Ayodhya Development Project.
02:17 We all know what happened with land deals, how they were bought at peanuts and then sold
02:22 at high prices to the trust.
02:24 But we now are discovering that the Ayodhya Development Project is also riddled with scams.
02:30 Money has been issued to contractors who are not even registered.
02:36 There's GST payment that's coming their way.
02:38 Who are these people?
02:40 What are they doing?
02:41 How come the bidders, the tendering process is so flawed?
02:46 The Rural Development Ministry, and this is a very important point that we must point
02:51 out.
02:52 The Rural Development Ministry has a provision of pension and that pension goes to the poor
02:58 who come from, who are either physically disabled or it comes from the widowed or it goes to
03:06 the old.
03:07 All three pension schemes come under the Rural Development Ministry.
03:12 Money from this was diverted to put hoardings in 19 states and every district on the Swachh
03:18 Bharat fortnight that they celebrated.
03:21 HAL has also been pulled up for a flawed engine design, which caused a loss of about Rs.154
03:28 crore.
03:29 So we have only very limited questions for the Prime Minister.
03:32 Question number one, will you break your silence on the CAG scams that are being unearthed
03:37 right under your nose?
03:38 You are the chairman of the CCA, the Cabinet Committee on Economic Affairs.
03:46 Are you going to open your mouth on the Bharat Mala project that saw costs double?
03:52 How will you act against the road and the Surface Development Ministry?
03:56 Because we have seen a huge scam in Dwarka Expressway, we've also seen the NHAI loot.
04:01 Will you act against the Ayushman Bharat Ministry and Minister and ask them how was money for
04:06 beneficiaries diverted and where did that money go?
04:11 Will you act against the Ayodhya Development Project?
04:14 Enquire finally on the dodgy land deals and also on the kind of money that was given to
04:20 contractors whose registration has cancelled.
04:24 And the reality my friends, I would want to say, and I say this with a heavy heart, there
04:29 was a time that the very mention of the CAG made editors, anchors, reporters jump up in
04:35 the air.
04:36 Maybe with glee, but they ask questions.
04:41 It's another story that some of those CAG reports have come to be absolutely false and
04:46 politically motivated.
04:48 But the reality is that today the media is quiet.
04:51 There is not one, not two, but seven CAG scams that have been unearthed and the Prime Minister
04:56 stays silent.
04:58 But I think this is public loot.
05:01 We believe from this platform, this is looting the exchequer, this is looting the people
05:05 of India and action should be taken.
05:08 But before action is taken, the Prime Minister needs to tell this country, why are people
05:15 being allowed to take undue benefits of schemes meant for the poor, meant for the physically
05:21 challenged, meant for the old and also meant for the widowed.
