00:52 on the Philippines' movement and reaction, China, and other countries that have territories in the South China Sea.
01:01 China has already said that they will not recognize the 2016 Arbitral Award
01:08 that is said to be part of the Philippines' Exclusive Economic Zone, the West Philippine Sea.
01:14 But China has promised that it will follow any agreement with the COC.
01:20 The Philippines advocates for an effective and substantive Code of Conduct that adheres to UNCLOS
01:26 and takes into account the interests of all stakeholders even extending beyond ASEAN and China.
01:33 This approach is crucial if we are to maintain an open, inclusive, and free Indo-Pacific region.
01:40 It is true that the Philippines will receive officials from China and ASEAN next week to continue the talks to form the COC.
01:52 China and ASEAN have been forming the COC for more than 20 years,
01:59 but it is not yet complete.
02:01 While China has already established artificial islands in some parts of the West Philippine Sea,
02:07 one thing that is not yet in the DFA is a violation of the previous agreements with the DOC.
02:14 For some international foreign analysts, it is hard to believe that China will follow the agreements with the COC.
02:24 It just seems that we're not speaking the same language, we're not wanting the same thing,
02:28 and there's no respect between people.
02:31 So how do you establish a Code of Conduct when there's no respect between both parties?
02:37 China is continuously trying to remove the BRP Sierra Madre from the Philippines,
02:43 which is located in the island.
02:45 It has been 24 years since it was promised to remove it.
02:50 The DFA has already said that there is no such document and the officials do not know about it.
02:58 But if there is, some analysts say, whoever that public official is, that's a traitor to the country.
03:06 It's a public interest there more than anything.
03:08 But it's quite clear what the policy of this government is. That does not exist.
