00:00 The fourth Amazon Summit is underway in Brazil as a set of states will discuss the strategy
00:12 to preserve the common rainforest territory.
00:19 Thousands of Haitians demonstrate in Port-au-Prince on Monday to protest against security in the
00:27 country.
00:28 Niger's military coup leaders and U.S. Acting Under Secretary of State Vitoria Nola met
00:33 Tuesday but failed to reach an agreement over the country's political situation.
00:44 Hello and welcome to From the South.
00:46 I'm Ana Pazabal from Delos Studios in Havana, Cuba.
00:50 We begin with the news.
00:51 On Tuesday, heads of state and high officials of the South American nations gathered in
00:56 Belen, the capital of the Brazilian state of Farah, in the fourth Amazon Summit.
01:01 The event is headed by Brazilian President Lucinácia Lula da Silva and is attended by
01:05 the eight presidents of the countries of the Amazon Cooperation Treaty Organization.
01:10 At today's summit, the governors and environmental ministers will aim to strengthen environmental
01:15 protection mechanisms and halt deforestation in the Amazon by 2030, as well as develop
01:20 a sustainable development policy for the country and the region.
01:24 Independent of governments, I monitor the impact of climate change on the rainforest
01:27 and the Amazon ecosystem.
01:29 Lula thanks the regional governors whose initiative against deforestation, organized crime and
01:35 sustainable development will be the focus of their interventions.
01:42 In his speech, the governor of Farah stated that the delegations attending this event
01:46 share common objective in the need to preserve the values of the men and women of the region.
01:51 A house in which all the ones present here share the same thoughts, the same convictions,
02:07 with the main goal of preserving, based on the values of men and women in the region,
02:26 defending the main reasons why we are defending these values.
02:36 We don't need to transform in order to produce.
02:47 We need to analyze past events in order to be able to solve the current problems and
02:56 be able to develop our current situation.
03:00 And also in the working meeting of the fourth Amazon Summit, Lula da Silva stressed that
03:04 the event marks the beginning of a new era in which respect for indigenous people will
03:08 be decentralized.
03:09 Because in this summit a new dream was born.
03:20 For a long time the dreams of others have been imposed to us, which has apart us from
03:30 our dream, our Amazonian dream.
03:34 The Brazilian leader pointed out that during years of looting, the Amazon indigenous leaders
03:38 and the community in general suffered violence just for trying to protect what belongs to
03:42 them.
03:43 During this time, the leaders, environmental leaders, indigenous leaders, suffered all
03:50 kinds of attacks and violence just because they were trying to protect a territory that
03:59 belongs to the people and has always belonged to the people.
04:04 Colombian President Gustavo Petro warned about how the climate crisis is caused by industrialization.
04:11 What we can
04:35 tell is mostly because the environmental crisis that we are facing right now is the
04:45 result of the greed of capitalism and the constant need for industrialization.
04:58 The President of Colombia, Gustavo Petro, warned about how in the case of his country
05:02 it will be necessary to reconcile the reforestation of the Amazon with the rare sectors that only
05:06 sit to exploit it.
05:09 We will have to see in case of Colombia how to protect rural areas.
05:31 We need to protect this area, which is something indigenous people understand, mainly because
05:38 it is where they live.
05:40 But the rest of the citizens need to fully understand and be aware of the importance
05:46 that this matter has.
05:58 We need to leave the Amazon for a while and give it some time to recover, to regrow, to
06:09 be able to recover from all the damages that we have caused.
06:18 In his encounter with Venezuelan Vice President Delsira Riguez, Traylata the importance of
06:22 governmental action.
06:25 I think that it is also important to highlight that it is the government's responsibility
06:34 to create those ecological alternatives that we need.
06:42 This is not something that we have to lay on the shoulders of the science.
06:47 We definitely need the help of scientists, but we cannot give all the responsibility
06:55 to them.
06:56 It is the government's responsibility to take action in this matter.
07:03 From Venezuela via social media, President Nicolas Maduro praised the work of the host
07:07 country and the delegations participating in the summit, understanding the social network
07:12 that will work effort and in concrete plans ready for action that will advance together
07:16 in the deforestation, sanitation and recovery of the Amazon for the welfare of the indigenous
07:21 people.
07:22 The Venezuelan leader also stressed that the region is moving towards a new humanity.
07:32 Among the elite three indigenous people of the Tembe people were shot with firearms in
07:36 the city of Tamaçu in the northeastern Brazilian state of Farah.
07:40 The attack on three people, two women and a 23-year-old young man who, despite being
07:44 shot in the back, was taken to the police station and remains in custody.
07:48 The attack took place when an emergency mission coordinated with the Brazilian Nation Human
07:52 Rights Council was on its way to the municipality to investigate allegations of serious human
07:57 rights violations.
07:59 The indigenous community which was waiting for the mission informed the councillors that
08:03 they believed the shootings were the responsibility of people linked to the multinational company
08:07 Brazil Biafols BBF, which produces palm oil in the region.
08:16 Let's take a short break, but remember you can join us on TikTok and Telesuit English,
08:21 where you'll find news in different formats, new dates and more.
08:24 All the studies coming up, stay with us.
08:35 Welcome back.
08:36 Honduran President Zumaida Cássar inaugurated 33 modernized sports facilities on Monday
08:42 as a policy to address the amount of violence and the young people are against.
08:47 In my government, you have access to sports fields, a space that the MarazĂłn gang had
08:52 taken away from our young people, a right that for a long time has been denied in areas
08:59 of basketball, soccer and multi-purpose courts.
09:04 In addition to offering a balance of the worst carried out since her mandate, Cásar highlighted
09:08 the support her government maintains for the Honduran people in spite of the attacks received
09:13 from certain groups.
09:15 They may attack us, defend us, slander us and conspire against my government, but they
09:20 can never deny that we have always, always been on the side of the people.
09:25 Thousands of Haitians demonstrated in the streets of Port-au-Prince on Monday to protest
09:30 against the security situation.
09:32 They denounced an armed gang force threatening the people to move from their homes.
09:37 The crowd unambiguously demanded protection measures against the action of the gangs which
09:41 they denounced, all forcing them to become internal refugees.
09:45 The demonstrators also criticized the authorities' inaction and along the route threw stones
09:50 at institutions and raised barricades.
09:52 From January to March in Haiti, over 1,600 people have been killed, injured or kidnapped,
09:58 nearly a 30% increase compared to the latter months of 2022, according to the latest UN
10:04 report.
10:05 We are in the streets to ask for security.
10:09 We ask every Henry for security in the country because people can't live in their houses.
10:14 People cannot live in a country where the leader of a gang wants to take over the suburbs
10:20 neighborhood.
10:32 On Monday, Guatemala presidential candidate Bernardo Arevalo, during a televised debate
10:37 prior to the August 20th run of elections, assured that Guatemala is going through a
10:41 historic moment to leave behind corruption.
10:44 A historic moment when we have the possibility of turning the page of this period of decades
10:50 and governments characterized by this corrupt corruption.
10:55 We ask that this August 20th you don't lose that desire and turn into a vote that can
11:01 effectively mark the moment where we as a society leave aside.
11:05 We begin to leave the swamp of institutionalized corruption in which we live now.
11:11 The president of Mexico, Andrés Manuel López Obrador, ruled out on Tuesday that his country
11:16 will join the Braids Group, made up of Brazil, Russia, India, China and South Africa.
11:20 During his morning conference, LĂłpez Obrador said that for economic reasons, for reasons
11:25 of neighborhoods, for geopolitical reasons, Mexico will continue to threaten the North
11:30 American alliance known as T-MEC and all of America.
11:33 He added that this integration has to take place through the Americas to achieve something
11:37 similar to what the European Union is in the Americas region.
11:40 However, he urged the U.S. political class to change unsuccessful policies and to understand
11:46 the importance of Latin America and the Caribbean's region.
11:49 He pointed out that it will, without doubt, be the most important in the world.
11:55 U.S. President Joe Biden toured the western United States on Tuesday to make a difference
12:01 from the 2024 election.
12:02 According to the White House, the presidency will stop on Tuesday in Arizona, then in Mexico
12:08 and Utah until August 10.
12:11 Biden is heading to the part of the country to promote these administration achievements
12:14 with the Inflation Reduction Act, when the euro went on 16 from his announcement.
12:19 The legislation is reduced from what is left of Biden's original and more ambitious plan,
12:23 which he called "Rebuild Better."
12:25 The current law proposes an assembly package of measures to combat climate change and boost
12:29 clean energy, issues that are ahead of the agenda of the head of the executive mission.
12:34 Biden, who will seed re-election in 2024 and could face Trump in a rematch fight, is willing
12:39 to raise his approval ratings.
12:45 According to Army procurement chief Doug Bush, over the past weekend, the delivery of the
12:49 first batch of U.S.-made M1 Abrams tanks to Ukraine in the coming months was approved.
12:55 The confirmation comes after the United States promised early this year that it would send
13:00 up to 31 Abrams tanks to the Ukraine government.
13:03 Likewise in Midway, the U.S. media reported that hundreds of Ukrainian military personnel
13:08 began training in Germany in the operation and maintenance of these combat vehicles.
13:13 The UNFRENC conference also said that they are on the way to Europe, along with ammunition,
13:18 spare parts, full equipment and repair facilities.
13:25 We have a second short break coming up, but before we invite you to visit our YouTube

13:40 Final short break, don't go away.
13:42 We go live and Brazilian Minister of Foreign Affairs, Mauro Vieira, makes a statement on
13:54 Amazon Summit.
14:09 Republic of Congo, Germany, Norway also sent vintages on the Grenadines, the pro-temporary
14:24 presidency.
14:28 All these countries came together and represented a great list of international organizations
14:38 and representatives of other entities.
14:46 The president, the minister of the government of the United Arab Emirates, also the president
14:57 of the Amazonian parliament, also the general secretary, Alexandra Moreira.
15:14 Today morning, I made a history about the following and the representative of the member
15:26 countries and then other about the invited countries and the international organizations.
15:41 Today's meeting was very productive.
15:45 The declaration of Belém was approved.
15:54 It has a little more than 100 paragraphs and all they are of great interest for the Amazonian
16:04 community, for education, for knowledge, for joint action against illegal trafficking of
16:16 wood and minerals, science and technology, health, and all areas of interest.
16:29 Also a big important part of his declaration is the knowledge of the treaty of the Amazonian
16:41 Treaty.
16:47 The seat of the organization is in Brazil.
16:58 And the second level of head of state and government, we agreed that the Amazonian Treaty
17:10 must be strengthened through a series of missions, all mandates that presidents approved.
17:27 And this provides this treaty with a bigger muscle, a bigger power.
17:36 We are already doing our part.
17:43 There was a time for the installation of facilities at national level.
17:53 A series of initiatives were also debated upon.
18:04 The Amazon will be an integral part of the action of this treaty and this community.
18:13 Of course, there were other initiatives we talked about that are contained in the declaration.
18:22 Now I don't have them here.
18:26 This was a great point of coincidence of all presidents.
18:39 Also, we talked about the sustainable development of the Amazon, always having into account
18:55 all the inequalities and unbalances we have in these communities living there and around
19:04 the Amazon.
19:10 It is very important to say that we had a presidential meeting about the Amazon.
19:24 The previous three ones perhaps had lesser reach and importance.
19:39 In this one, we tried to include member countries and non-member countries of this Amazonian
19:48 treaty, the Democratic Republic of Congo and Indonesia.
20:01 These countries also have tropical forests and rainforests.
20:08 We need common action to better examine the situation with countries that also possess
20:17 big forest areas.
20:26 All the countries were also invited, other two countries.
20:33 They are very interested in all these questions.
20:42 All international organizations are involved.
20:47 The United Nations, FAO, the Secretary of the United Nations for the Agreement on Climate
21:07 Change, the Fund for the Environmental Fund of the United Nations, and also I already
21:29 mentioned the Amazonian Parliament.
21:34 Then the general picture of what we have done and what we did today.
21:50 The meeting of ministers will be held at a presidential level.
21:59 At the end of this meeting, a declaration, the text of a declaration about the forest
22:07 will be approved.
22:11 That's the program.
22:17 President Lula worked very hard for the organization of this event, for this meeting of the Amazonian
22:29 court.
22:39 He announced two big initiatives, the project of summoning all these actors, and happily
22:53 we are going to be able to do it within the agreed timetables.
23:05 There has also been a very hard diplomatic work of the Latin American group and the Brazilian
23:16 candidacy.
23:25 There is going to be an announcement.
23:26 It is already official in Brazil.
23:37 Brazil had bigger votes and this will be included in the documentation.
23:49 I just wanted to add that the participation in this meeting is very important at presidential
24:04 levels because it also had the participation of social societies.
24:21 On Sunday we had dialogues, Amazonian dialogues, very intense, more than 400 events actually
24:37 and meetings.
24:43 Every area had six representatives.
24:51 Together with the heads of states of the Amazonian treaty.
25:05 The meeting of heads of states mobilized a lot of opinions and peoples.
25:16 It covered every area and had the participation of native peoples.
25:25 They covered every area, education, health, environment.
25:40 This was organized by a lot of ministers and personnel involved with the presidency of
25:48 the republic.
25:55 That was what I wanted to say, what has happened, what happened today and how tomorrow is going
26:05 to be.
26:19 Good afternoon, Minister.
26:25 I would like to know about the structures and if Belém is answering to the expectations
26:37 of the federal government of Brazil.
26:42 I had the pleasure of knowing Belém before.
26:46 Unfortunately, I don't have a lot of free time to visit the city as often as I wanted.
27:00 The city has every possibility.
27:05 It is a state that has a very rich cuisine.
27:20 This is going to awaken the curiosity of every participant in this event.
27:34 That's why we wanted to make this meeting here in Belém so we had certainty that the
27:43 city would be able to meet every expectation.
27:50 Good afternoon.
27:53 From Saudi Arabia, Brazil is coming closer to a lot of countries of the world, even Arab
28:06 countries.
28:12 How do you think these relationships with all these countries can help the Amazon?
28:24 And how do you believe Brazil is ready?
28:27 How ready do you think Brazil is for next meeting?
28:37 All these relationships are very favorable for the region and for Brazil, of course.
28:47 Every participant agreed that collaboration is paramount.
28:57 So Democratic Republic of Congo and Indonesia, present here too, can also make progress.
29:12 United States is also important.
29:16 We need to make the most of this experience.
29:25 In only four months, this next meeting will be taking place.
29:32 The president of COP28 is going to talk about it tomorrow.
29:43 It is very important to know different viewpoints.
29:53 Without a doubt, the president hopes to take to this next meeting in New York a full relation
30:07 of these meetings we've been having in the General Assembly of the United Nations about
30:16 the climate change.
30:20 This is a topic that is an integral part of all our agendas.
30:30 Here BBC News Brazil.
30:41 And Gustavo Pedro talked about those who denied.
30:54 Do you think looking for foreign resources to protect the Amazon will be enough?
31:11 Do you believe all these topics are relevant?
31:23 Do you believe the region is united enough for COP28?
31:30 At the end, there were understandings about all these questions.
31:38 Brazil, since the '70s, began a transition.
31:49 And this will have a conclusion in the future.
31:57 From the '70s, we have policies about fossil fuels.
32:09 We have a way cleaner energy matrix than most countries of the rest of the world.
32:17 We have all the opportunities of continuing growing in this matter about solar energy.
32:33 And we coincide in this matter with President Petro.
32:37 Hello.
32:39 Renata Baranda.
32:42 I wanted to insist on the question of my colleague.
32:50 I wanted to know about zero emissions and about the exploration for oil deposits.
33:11 How can the position of President Petro impact the negotiations?
33:22 The declaration is very long.
33:25 I haven't had the possibility of reading all in detail.
33:40 The position of Colombia is not negative.
33:45 It is a convergent position, and every country will have to follow their own path.
33:59 So we don't have a totally oil-dependent energy matrix.
34:10 So I am certain that our region, united, is going to be able to bring the attention of
34:23 the world upon the Amazon.
34:27 So we can organize concrete action.
34:37 I believe it is very important that we have funds.
34:49 And I believe we need to have a direct activity and impact on the environment.
34:58 There's a program called Amazon Always.
35:07 The founding members, the Latin American countries and finance ministers are very clear about
35:18 the funding of actions to preserve the Amazon.
35:32 Thank you very much.
35:33 During his speech, Mario said that all these countries came together to protect the Amazon
35:41 region, and the meeting was very productive.
35:44 He also pointed out that the representatives of the embodied countries have a huge interest
35:48 in integrating together in different areas such as education, health and others.
35:53 The Amazon region will be an important part of action of all communities gathered during
35:57 the meeting.
35:58 They also talked about the sustainable development of the Amazon, especially inequality and the
36:02 imbalance that exists in the Amazon region.
36:05 He also pointed out that in the previous meeting has led to reach and importance.
36:10 However, in this meeting they included more members, hence the significance, and more
36:15 action must be done in order to achieve the results needed.
36:18 Moreover, international organizations were also involved, such as United Nations, FAO,
36:23 Organizations on Climate Change, Environment and others.
36:27 Furthermore, he stressed that the text of the declaration is going to be approved, and
36:31 that President Lula worked very hard to have this meeting today.
36:35 Moreover, he added that the participation of all the people involved is extremely meaningful,
36:40 especially at all presidential levels.
36:43 On Sunday there will be other meetings in which there will be different representatives
36:46 and it will include the opinions of all the participants.
36:50 Every area will be covered, especially education, health, and it's going to be organized by
36:54 several ministers.
37:00 We have come to the end of this brief.
